A dragon point is what a moderater will give you when your posts have been good, and if you get enough you will rank up. The skulls are vice versa

Basically yeah. If you make a really good post about something, a really good thread or post submissions in the Fan Submission section, you will be granted dragon points. some time ago it was easier to earn dragon points, because the mods were alot more open to what good posts/threads are. Today they are alot more scarce, they have become more strict about what deserves dragon points and what does not.

Skull points are easy to earn though. It is when you break one of the rules or a mod thinks you are crossing the line.
