Rain doesn't bother me or anything, but I was just never huge on him either. I'm just gonna vote for him anyways. Both could lose and I wouldn't bat an eye.

I don't mean to spit at Rain fans, I really, truly don't, but I have never seen or understood why so many fans love him so much. He's not as, by any means. His moves, his look, his background... All fine by me. He's a pretty solid character.
But beyond that? Is it because NRS always seems to stop just shy of making him a regular roster character in main games or something along those lines? Do some of his fans feel a certain need to promote him because they see him as maligned or disrespected?
Either way, he's okay by me, but Sub Zero's far better for several reasons IMO.
Well then! Allow me to take you through my journey....
For me personally, it's always been his gameplay. Even though he hasn't been the most prominent character, every game that he's made an appearance in, he ended up as a main, or a secondary. He just clicked with me and my play style every time. Back in MKT days, I actually preferred him over Reptile when playing. Reptile was always my beloved, but it just so happened that I was more productive with Rain.
Come Deception, and we now have a new perspective on Rain (as we did with numerous other characters). We got to see him in action. Even if he wasn't the front line infantry, he was there, plotting assassinations, interacting with other characters, and being all purple and mysterious ninja-y like.
So needless to say this is where my interests were piqued ever more so about this character. Starting liking him for more than his gameplay.
*sigh*.....Then Armageddon. Rain and Shinnok both will forever be the biggest highlights of this blender to me. There were other perks (like MKSM Reptile), but man. Back in those days (MKDA-MKA), the hype was overwhelming to finally see our favorites in those glorious top of the line 3D graphics. And spots were limited, which made the hype all the more intense for their inclusion in future games if they didn't make the cut. COUGHFUJIN;_;COUGH. And Rain was one of the very few left to finally have that debut.
Anyway, MKA Rain. Purple. Prince. Yeah...CONNECTION MADE! So now we find out the dude is a Prince! And a demigod! WUT. Plus, he's set against the protagonist AND antagonist of the entire game in his own quest. Pretty cool. And even though he was limited in a game play revamp due to the game's massive roster (and deadlines), I still had fun playing him. I was partial to Tanya's Zi Ran Men in Deception anyway lol.
And finally, MK9. MK9 fucking nailed it with Rain, okay? NAILED IT. I loved every single thing about his gameplay. It was glorious. Low tier? Didn't care. So everything in MKX was just pure bonus. And boy, if never else, his *new* impression of this era was successfully received. Dropkick an emperor? Sure, why not. Lead as general in an army? Ayy it's his main gig!
To conclude this wall of text, I say this is what solidified Rain as my second favorite MK character.

Round 2! Takahashi Takeda joined the new Shirai Ryu clan at a young age to protect him from the dangers pursuing his father Kenshi. Under Scorpion he learned deadly new arts, even as the doomed clan put him in the path of Havik! A cleric of chaos, Havik harnessed dark magic to fullfil his surprisingly organized ends to corrupt the Kamidogu. His carefully laid plan of corrupt led to the death of Takeda's training partner Forrest Fox. Will Takeda channel the fire of rage, or be burned by the flickering chaos? Choose their destiny!... FIGHT!
Takeda...I like Takeda. He's charismatic and has great moves, brutal fatalities, and represents botht he mystical side of MK (Shirai Ryu) and the modern side (Special Forces).
Ultimately I go with Havik. So much potential in the reboot.
Personality: Takeda
Design: Havik.
Finishers: Takeda.
Backstory: Takeda. The fact that he was trained by Scorpion is awesome.
In a fight: Havik.

He borrows interesting pieces from his two mentors Scorpion and Kenshi and makes something completely new and different. I really love the whip fighting in MKX. I think its pretty cool that hes a Shirai Ryu who also works for the Special Forces. His dad is Kenshi. He was trained by Scorpion. Hes got a little romance with Jacqui, a rival to fight after being blinded for a while by Reptile. Really well put together new character.
Havik played a big role in the MKX comic, but that kinda sums up my problem with the character. He's supposedly all about chaos but he runs around orchestrating big elaborate organized plans. Its kinda stupid and never really goes anywhere. Well, maybe not nowhere. He did get beaten the hell up by Scorpion in the comic. (Scorpion totally should have won in Round 1).
Takeda wins!
Story wise, I prefer Havik, but Takeda is more fun to play than Havik ever was.

So wait...because your favorite characters throughout the franchise also happen to be some of the crappiest that ever appeared in the franchise, you feel that the rest of us lack imagination? I definitely admire your resolve in sticking with the characters you love no matter how bad they are, but grow the f--- up...even if the fan base loves ninjas a bit too much, that doesn't even factor into how much I care about a character. Sub-Zero has always been, and always will be one of my absolute favorites. Same with Kano, Johnny Cage, Scorpion, Kung Lao, and numerous others that are both ninjas and not ninjas.
Stop being so butthurt about it. Your favorites need further development and more involvement in the reboot before the majority of the fan base grows to love them. And frankly, Rain is the most request character in the franchise next to Fujin, and Reiko had such enormous potential that I would've welcomed him on the roster over any single one of my absolute favorites in MKX. Just because they didn't get the popularity vote doesn't mean they aren't appreciated to some degree. And to be honest, MKO represents only a tiny fragment of the community at large.

Right anyway, well, I like how he has careful plans because in a way it kind of shows that he's unfettered in the way he acts, like, the ends justify the means for him. He'll be intelligent and precise and deliberate as long as in the long run it has a domino effect that causes . . . chaos.
Of COURSE, the issue becomes what exactly Chaos means. Like, Order is pretty easy, law, organization, etc., but from what we've seen of Chaosrealm, it's more like Mad Max/a constant state of war than anything. They still have villages, they still have organized religion, apparently, they still have most things that are, well, orderly.
But like I said, that doesn't make me mad or frustrated because it could easily be something pointed out in-game.
I also VAGUELY recall from MKD Konquest mode the mention of some kind of legendary Seidan champion who disappeared. I could be completely making that up, but it could be interesting, and could also explain why he's so . . . structured in how he makes chaos.
He has a combo called "Decaying Guard," maybe that's what I was thinking of.
His design COULD be good, but his face is just so unrealistic . . . like, if someone had a chunk of their face missing like that, well, there would be a LOT more meat missing; it's not like our skulls are just covered in a thin layer of skin. That being SAID, he'd look great in a current-gen game in my opinion.
Takeda is cute. I like him. But he doesn't bring any new CONCEPTS to the game. Shirai Ryu Special Forces boy with two daddies? I got the "everyone really really like Kenshi so let's make him friends with Scorpion!! That way Scorpion can cash in on the Kenshi connection with the fans!!" vibe from him. But like I said he was cute, he added some bubble to the game, he is TaquitoBanana, he says cute things, he's pretty fun to play as, him and Jacqui are my favorite of the Kombat Kids.
I'm partial to the 3D games, though, and although people are starting to get over the fact that they introduced new concepts (thank god, it only took ten years), I liked those concepts to begin with. Chaos, Chaosrealm, and all that entails was a new concept that I liked.
Like I said, I liked Takeda but I like Havik better. Havik, to me, can carry and has carried a more interesting story than Takeda can. I don't see Takeda becoming a main figure in a story, really.
One problem Mick (who is a serious Havik hater) brought up is his fighting style. How would someone so chaotic fight? I said have matches with him do the Test Your Luck gimmicks. Problem solved as far as I'm concerned.
On that note, Havik isn't THAT great. I don't get worked up about him, I can live without him. But I'd be pleased to see him.

Round 2! A battle of realm leading rulers! Shinnok was an Elder God banished to the fires of the Netherrealm. There he arose to become its new ruler, before launching a full scale assault on the beloved world of his nemesis - Earthrealm! Mileena was created in the Flesh Pits of Outworld from Tarkatan and Edenian DNA. The engineered daughter of the realm's once mighty Emperor, she claimed birthright to the throne upon his death. Wielding Shinnok's amulet Mileena tipped the war in her favour, but will it help her defeat its rightful owner? Choose their destiny!... FIGHT!

In this round though, Shinnok is the best. I picked him up straight away as soon as MKX came out, I dl'd the Samurai skin pack and he was unlocked instantly. I dropped him for a while in favour of Tremor, Kano and Goro but I recently picked him back up again and he's so damn boss level.
Mileena is overrated.
Even though I was nothing but impressed by Mileena in MKX, Shinnok had just been a "long time coming" and he delivered.
