I actually never saw Meat as a joke character in Armageddon.
I think Meat has a great deal of potential and I wouldn't mind seeing him return in MK10.

Mokap is in the same boat as Meat. Where they are joke characters who really can't be taken seriously. Ever. So it is going to have to be a no.
But I actually like Mokap and would like to see him return. If there's an MK Armageddon 2 we'll see him again but until then I doubt it. (I would say possible DLC but no one would pay for him.)

He's a bloody skeleton named Meat who used Meat Cleavers as a weapon. He couldn't be more if a joke if he tried. I mean yeah he has somewhat if a story but I think his name alone is such a blatant joke.

Bo' Rai Cho was developed as a joke as well, and now look at him.
He's one of the most important characters in the series. All it takes is proper development. It's not like Meat has absolutely nothing to develop on.

Bo Rai Cho might have joke qualities, but it's a part of his motif. It's deceptive, he seems like a fat drunk but he's a wise martial arts master. I can accept that. What I have a hard time accepting is a guy who's name is Meat. And is basically a bag of blood that can pop his own head off and bowl with it. Or pull at his eye and increase his health.
Now I know they could revamp him and work to make him a bit more serious. But with a name like Meat it's hard not to see him as a joke character.

Maybe just a cameo with Johnny, followed by him getting abruptly disemboweled. Or is that too harsh for a character meant to be an homage to someone?
Yes for brief appearance. No for actual fighting

It's a no for Mokap.
Next up is Moloch
I will have to say yes for this one because I would like for him to return, with Drahmin as well. I really thought the story that they had for him in the strategy guide book for Deadly Alliance was awesome. How the bird carries his weapon around and such. I hope that actually makes an appearance if he is to return. I am going to say yes to this character.

Would say yes... but Boon declined Moloch's return.

Yes to Moloch

As much as it would make sense for him to be in the next game, I'm going to say "no". I never really liked him as I always found him to be an annoying bastard to deal with. Between the two Oni characters, Drahmin just came off as much more interesting with his backstory and design features.

No for Moloch!

Moloch: No, not exciting enough. Average look. No real story. I'd rather see someone new as a sub boss.
Assuming the story continues with the Netherrealm invasion of Earthrealm/Outworld, then I bet we'll see Moloch in a cameo role. As for a playable character, I doubt it, but I wouldn't rule it out.
I'd say no, but I bet he'll be in there in some shape or form.

I found Moloch somewhat terrifying back in MKDA LOL. This big giant blue demon thing swinging a giant ball not just trying to kill you, but trying to smash you to tiny pieces. I thought he was an excellent sub boss. When Armageddon came around he was pretty useless to me, I rarely ever used him and constantly forgot about him. I don't think characters as big as him should be playable, I mean for that game I understand, but that should be it.
I would love to see Moloch back in MKX as a sub-boss once again. I can see him getting an even more amazing re-design and being twice as scary as he used to be in MKDA.
That said, there are far more deserving characters I'd rather see.

While I really liked the story of the ball and the bird, I must say not for Moloch, he just doesn't offer anything other characters can't do better.
Drahmin on the other hand...

I'd like to see Moloch reimagined somewhat. Make him more monstrous and more hulking, less of a smurf on roids, and I'd be down with him for a sub boss, so I say yes
