I'm going to say "no", simply because I think his story has more or less been told. If MK2011 had been a real reboot, there could have been more possibilities for a good story for him.

Yes to Liu Kang
I think he should return, but with a twist: Shao Kahn has taken over his body!
Kahn's soul could have gone into Liu Kang's body after his body was destroyed, as a way to cheat death. Obviously, we wouldn't know that right away.
At first, Liu Kang's behavior would just seem strange. He'd be oddly forgiving towards Raiden, get things he should know wrong, etc. Raiden would just view it as PTSD, as well as a consequence of frying him alive, which might have impaired Liu Kang's memories a bit. He would just be relieved to see him alive, and, apparently, in a better mood.
Even Quan Chi and Shinnok wouldn't know Kahn is still alive, in Liu Kang's body. Liu Kang himself would still be inhabiting his own body, and trying to suppress Shao Kahn's will.
They could wait several games before revealing the truth. I think it'd be interesting if a body-swapping storyline like this one didn't last for only one game.
I admit that this was inspired by the Superior Spider-Man storyline. Not that "Liu Kahn" would be trying to be a hero, he'd just pose as one.

I like it! Bet Kahn & Liu will be fighting each other for control of his own body.
Kahn will be posing as Liu, while Liu is inside his own body. He is forced to watch Kahn pose as him in order to deceive his friends.
But even though Liu couldn't forgive Raiden, Liu is forced to watch Kahn.
But will he return scarred & burned or something? Maybe go neutral?

Given the WAY he died, he pretty much HAS to come back. That was a revenge-from-beyond-the-grave storyhook if ever there was one.

I don't see much purpose for the red dragon. It would be nice for new characters from the clan to show up.
Perhaps save the Red Dragon until Kano is dead in MK10.

Personally, of the three members, I actually like Mavado the least and if I had to pick one to put in MK10, I'd say Daegon...but I think the grappling hooks idea has potential and he could be turned into something if he had an actual personality and dialogue.

Mavado is like the opposite of Kabal — one is ugly and another is Antonio Banderas. When you think about it, the hookswords are not really swords because they are almost always used like any hooks. Perhaps the next MK will make a change to that and utilize the sword part of them better. Joo.

He shouldn't have hookswords. That was only a function of the "Everyone needs a weapon" engine, and they used it as an opportunity to up his "Red Dragons hate Black Dragons" cred by saying he killed Kabal and stole his.
Since Kabal died already ...and will probably be in the next game anyway, using his hookswords as a zombie, and the next game hopefully won't have anything like the Styles and Weapons engine, there's no reason for Mavado to use any kind of sword, hooked or otherwise.

I'm going to assume it's the Metal Gear Solid fan girl inside of me (since I'm currently playing Ground Zeroes and in a very MGS mood) but I feel like he should have guns at his disposal.

Visually, I very much adore Mavado, and I also love his unique fighting style.
I honestly wouldn't mind playing with him again, especially in a new game where he'd be well updated. Usually I'd go for story validity, but for Mavado I'll go against it this one time and say yes.

The hookswords are symbolic of the rivalry, so i don't know if it would even be possible to omit them, even in the new timeline where Kabal is now a zombie. The hooked ropes do have amazing potential with new technology though, and SERIOUSLY need developing further. Yes to Mavado as the quasi-2nd-in-command of the RD. He should interact more with Daegon.

This is kind of tough for me.
On one hand, I don't like him. Don't hate him, but didn't leave much of an impression on me either.
However, I think it would be really interesting to see how he's played in a 2D plane. He could be a really cool poking character. And he could use his grappling hooks to go behind or in front of the opponent. (Like Cyborg in Injustice)
I'll say Yes for his potential to be fun to play.

One's "thought to be" dead and the other has the swords, then they switch places, and neither one cares about the other while they BOTH have hookswords in Armageddon? Fuck that! Whatever implied battles MIGHT have occured between these two happened behind the scenes BETWEEN games instead of DURING them and is actually the WORST part of Kabal's entire storyline, because it completely derailed him from the character he was in MK3 into some kind of "believer"-type who has a religious awakening and leads a group of Chaos-worshipping terrorists. None of it was organic, it's all so contrived.
And Mavado NEVER speaks or DOES anything in any game, he has no personality, he has no dialogue, he's not a character, he's a fucking mannequin in a "cool looking" trenchcoat and I often suspect the only reason he was created was so someone on the team could go "now he have a token Hispanic guy".

Mavado doesn't have anything at all then, (which is kinda what I've been saying anyway, there's no character there, the only guy more shallow is Chameleon.) because it wasn't actually a rivalry anyway.
