Besides, I don't see what was wrong with her gameplay. She was awesome in MKDA. One of my best characters.
On the other hand I don't give a single fuck about tourney snobs and their opinions, outside of promoting the game through word of mouth.
So why did you bring up tiers? Mileena wasn't played much and that had nothing to do with tiers, just accept it. Kabal was top tier and he wasn't even top 10 in character usage according to official stats.

For the record, Mileena obviously was my favorite character in MK9. But if I needed a "go-to" character during online play, I would pick Kabal or other easy characters to use. Rarely if ever Mileena.
If I wasnt playing online against all those ridiculous people who would just be too difficult to beat, I would always play Mileena offline.

I said gameplay in general, not tiers. And it was in relation to the easiness of the character to grasp.
Kabal happened to be easier and more effective for me to use than Mileena online against players that would kick my ass anyways.

Some people tend to lean on the official leaderboard of most played characters overall in MK9 as a guideline to what character has the potential chance to be in MKX. The leaderboard can be found here:

On the leaderboard, Kano lies as #24 out of 31 (Rain isn't listed for some reason).
This means that the leaderboard doesn't mean a shit when it comes to who will make it to MKX, as Kano has been announced.
Cyrax, Smoke, Kung Lao, Kitana and Noob Saibot all lie above Sonya on the leaderboard. So if Sonya is announced to be in MKX, and those others aren't, then that would be another proof that said leaderboard doesn't matter at all.
And thus we can conclude that Mileena lying as #23 on the leaderboard doesn't mean a thing. She has as much a chance to be in MKX as anyone else. I mean, Kano lies a spot beneath her, and he got in after all.
So all thought about what character lies where on the leaderboard doesn't mean a fucking thing. The list is garbage and has absolutely no importance what so ever.
Therefore I advice people to dismiss anyone who uses the leaderboard as an example of who will potentially make it to MKX, because it is useless information.

But as you say, her gameplay in MK9 wasn't easy to handle. It takes practise to land those combos with her. And I'm convinced that's the reason she is low on the list. That has nothing to do with her popularity though.

Yes he was memorable in the Movie, but so was Johnny Cage. His fight with scorpion in the woods is the most memorable thing to me of the movie.

Yes but MKX is a different case. In MKvsDC the devs weren't just targeting the MK audience. They were targeting DC fans too and that's why they were going for the most "recognizable" characters. MKX is just MK. It's not about the most "iconic" characters anymore. I would like to think that they try to satisfy the fanbase too and include characters that fans have been asking for.
