I think the difference(s) is that Scorpion was up against Noob, who a lot of people like, while Sub-Zero was against Quan Chi who a lot of people hate and feel had no business being in this game and/or had too much of a role in the story (myself included).
Also, Sub-Zero has one of the most in-depth stories out of everyone. A story that has changed over time. There has been real character development, whether you like him or not. Him and his story are connected in some way or another to a good chunk of the cast. Very few characters in the game can claim that. People rage-hate on Scorpion because in their opinion he has been relatively stagnant (revenge motives) since the beginning. Oh, and plus I created like 75 other profiles just to vote for Sub-Zero .

Kitana has alot more going on for her storyline wise, she looks better as a character and design, and her gameplay is more fun and stylish. And she's playable!
Shao Kahn was a cool boss character, but not anymore. He's always had a single-tracked mindset which makes his storyline quite boring, his newest outfit is the ugliest I've ever seen, and his cheap gameplay is boring as fuck and he is probably the easiest MK boss there is.
I used to like him, but he's fallen from grace, imo. Kinda glad he's permanently dead, wiped from the existence by the Elder Gods themselves. Let's hope it stays that way.

Well yeah. But it does sound like something Kahn might say. So I thought it was pretty funny. Of course, he wouldn't even have a slogan since there are no elections on Outworld. But it would be cool if he tried running for office in Earthrealm.

How in the blue Netherrealm did Noob Saibot defeat Scorpion?!? Noob Saibot is a ninja in black, not blue, because Scorpion killed him! Despite that, Scorpion was also defeated by him in his life. Maybe it should've been a tie? Disregard this post, or think about it. I don't care.
Kitana is simply full of Kitananess! She is wonderful.

Shao Kahn is good for only thing - to be the ultimate big badass villain. However, this automatically put any attempt of the story development on hold. Shao Kahn is just so massive as a character, so in the end he always will overshadow any other villain. It took combined efforts and charisma of Shang Tsung and Quan Chi to pose credible (and somewhat equal to the Kahn) threat. So, if in the future series want to have a new good villain, Shao Kahn must go away. Otherwise it will be about "Shao Kahn and some guys (+Quan Chi)" Besides I think he outlived his usefullnes.

Shao Kahn is my third favorite MK character, and even if he could have been portrayed better in MK9 my vote still goes to him. Shao Kahn has always been the boss of boss in Mortal Kombat, he's the ultimate bad guy. He looks evil and menacing, he sounds awesome (when Steve Ritchie is voicing him at least), and he's incredibly iconic and memorable. With the exception of the newest game he's always an incredibly tough and fun final boss to fight. On top of all that he always has time to taunt you while kicking your ass. They really should have made Shao Kahn and the other boss characters playable in the newest game. Not the way they are now, but instead they should have made them fully fleshed out characters like everybody else. They would be balanced characters with combos, full move sets, and no stinking armor frames. Beating the challenge tower should have unlocked them (a much better reward than that Mileena costume). When controlled by the AI though, they would get damage and health boosts just like boss Shang Tsung. This would have made the bosses more interesting to fight against, and it would have pleased the people who want to play as them.
Kitana is an awesome character, there's no doubt about. Her and Sonya are my two favorite ladies of Mortal Kombat, but her daddy wins my vote. Hopefully the Emperor of Outworld comes back in a future MK game as awesome as he was in the good old days.

It's worth reiterating that Kitana's once-strong appeal has slowly and efficiently evaporated in favor of the one-dimensional hero persona that plagued Liu Kang for so long. I don't like the fact that we were left with such a predictable, "goody-2-shoes" type of character, who's all for freedom and justice and rainbows. It was painfully horrible in MKvsDC, especially with all the kidnapped and put under a spell thing, and it hasn't been any better in MK9. Even her conflict with Mileena, which contributed to Kitana's old glory, was wiped off the map. I don't like princesses and sunshine realms, and I can't possibly give current Kitana my vote.

Exactly. I feel that he is an icon and possibly what I'll put on my legend list. He wasn't to involved in everything. If it wasn't for the elders Edenia and Earth would be shitting brick.
I was hoping through out the story that Raiden would fuck up and leave Earth in turmoil. I like the bad guys more than the good guys except for troll Quan Chi. But, almost every villain had there own agenda.
Shao Khan represented what the dark side had his whole story as a conqueror.
Now, that Khan is dead where does Kitana's story go from there Edenia is safe but now she is possibly going to be one of Quan Chi's puppets sadly.
I'm hoping she comes out as evil. Why? Because I hate the same old story where Liu Kang helps and saves her blah blah...
But even he might reconsider being part of the Raiden totem troll alliance I want Raiden to lose badly.
Why, out of all those years losing 9 tournament in a row 1 win gives Earth freedom fuck that lol.
I'm now hoping in mk10 that the darkside wins. Because now there is bad blood.
But, I digress Shao Khan has made his legacy while we wait for kitana evolve.
