So we were told a long time ago that the boss of this game is a character that is returning that we'll never figure out
If it's truly a character "no one is going to guess," my bet is on Shang Tsung.
Hear me out, of course some of this stuff was made right on the spot so please forgive me if some reasons don't make sense:
We all assumed he "died" when Kahn ripped his "soul" out and gave it to Sindel.
Then months later we're told Shang Tsung's abilities are the only thing that Kahn gave Sindel via Twitter thing. So basically that means Shang Tsung is still alive.
Sindel is dead, and her soul is in Quan Chi's possession, but if Shang Tsung's abilities were the only thing that got transferred into her theeeeeen that means Shang Tsung's soul isn't in possession of Quan Chi. But let's assume that Shang Tsung's soul is under control of Shinnok, so he's basically undead. Let's say Shinnok instead stays behind while Quan Chi does his bidding for him and such before he can finally come out and do his own stuff. Some of these souls are doing something for Shinnok in the Netherrealm, I'm guessing, making him become more powerful. Let's say that?
The undead are freed due to whoever saves their souls from Quan Chi and Shinnok. Quan Chi initially dies by the hands of whoever saved the undead from being their slaves and such which means the souls I guess could go back to the Netherrealm if there's no way they can go to the Heavens.
So, let's say Sindel's soul with Shang Tsung's abilities get sucked into Shang's body. He somehow overthrows Shinnok because let's say, having Sindel's soul made him incredibly powerful, thus he has maybe some beef with Raiden. I have my doubts that Shang Tsung will be the boss of MKX. Ed and the team have stressed novelty for this game, newness. Shang has been a boss or sub-boss for quite a few MK titles. Having him as a boss yet again wouldn't really be fitting with the direction NRS claims they want to take with this game.
Though I do want Shang to return again in some form, and I can easily dream up a few scenarios:

+ Fire God Kang actually being the boss, and Shang being brought back by Raiden to end Liu's threat. If this seems unlikely, remember that Raiden is willing to go to dire lengths if the threat is big enough (like offering the souls of the dead Earthrealm warriors to Quan Chi before Quan revealed he already had them). It would be an excellent switch for Shang Tsung to be Raiden's last hope. I can see it now. The snark, the quips, the mistrust so palpable that you can feel it. And why would Shang go along with this? Simple. It would be his chance to consume the soul of a god and become that much more powerful.
Damn I want Shang back for MKX. These would all be pretty satisfying.

I'm sticking with Quan Chi. Ed said he liked the idea of playable bosses (see Superman in IGAU), and NRS could easily keep it a secret until the game is released. The fact that he was already announced doesn't rule out anything imo.

Damn I sat there and really played out that last idea.... That'll be a great way for him to use that power and overcome any other major threats as well.

Now come to think of it, why does Shang Tsung remind me of Littlefinger and Quan Chi of Varys despite their similar appearances to their GOT counterparts?
People get excited speculating who the unexpected boss will be, and I'm afraid they're setting their expectations way too high. I could see it being Quan Chi.
He may have been one of the final bosses in MK:DA, but he's never been THE final boss, the definitive one you inevitably fought in the end, who didn't sometimes switch places with someone else. They never said that the unexpected returnee who will be the boss wasn't an already confirmed character. I'm pretty sure, given how fond they are of him, that they'd consider him a fun boss.

I doubt someone they revealed that early on is the boss. I am hoping the ultimate(final) boss of the game is someone unplayable.

He definitely seems to be their favorite post-Trilogy character. A lot of the fan base is tired of the character because he was so prominent in MK4 AND MKDA, then he made is way into the Trilogy era in the new timeline and changed things up a lot. He was a good design though, a very solid, thoroughly villainous character IMO.

Boss will not be playable. Yes, in MK4/Gold and MKDA the bosses were playable from the main roster. To me, able to play as the boss off the hop, takes the fun out of him when you fight him.
If anything, the boss & sub-boss should only become playable (via unlockable) after you beat them in Story-mode.

It could work if the boss version was a composite Quan Chi, meaning he would have access to/be able to switch between all 3 of his variations mid-fight.
