Nope. They're talking about the story - the army of resurrected characters and Quan's alliance with Kano.

I am holding on to the slim hope because I really want Shinnok to be playable.
"Quan Chi is a master manipulator, and in MKX his schemes are fully realized. Using his necromancer powers, Quan Chi has built an army of revenants from the fallen Earthrealm warriors - twisting their minds to fight on his behalf!"
It still could be read as such because of the period breaking up the two thoughts. In MKX (gameplay-wise) Quan is fully realized with all of his powers. Powers that he uses to twist the minds of the fallen earthrealm warriors to fight on his behalf.

Here's a thought; Maybe we have several bosses?
The story mode in MK9 had you fighting against the likes of Shang, Goro, Kintaro and Kahn. With the giant gap in time represented in MKX, maybe the boss changes every time you play the arcade ladder between the different bosses you face over the course of MKX? Quan Chi, Kotal Kahn, Liu Kang perhaps? Just a thought...
Any who, as for Quan Chi as a "singular main boss," my guess would be no.

I doubt that Quan Chi will be the boss of the game, but perhaps one of the fallen heroes he has under his control could end up being the boss. Since he created Scorpion and Noob Saibot, he could transform the fallen heroes to give them new identities.

I think Kotal will be the first sort of boss for the story mode. Maybe the sub boss will change every arcade but idk if they would do that with the final fight unless its something like deadly alliance with quan and shang.

Yea the horse intro and his new look just seems like a boss character to me. If the final version of him could switch between variations or was just one super variation of all 3 combined he would be good enough for me to be the boss.

I am not sure. He sure seems like he could pull it off. They could always do an Injustice and make a buffed version as the final boss, and based on what little I saw, he definitely looks like he could be a pain in the ass to fight in the hands of a good player, or with cheap AI. Imagine if the boss version could switch variations in the middle of a fight, instantly, sh** could get wild.
Plus that horse intro, I mean nobody else has had an intro like that, its usually just them walking in on foot, but Quan chi, like a boss (No pun intended) roles in on a damn demon horse lol
Anyway I have no idea, I wouldn't bet on it, but I wouldn't bet against it either.

Yeah the intro definitely stands out and while I don't think he will end up being the final big bad, I could definitely imagine/picture it. Like that would not be such a crazy idea to me, especially if he has all of the fallen warriors from MK9 as his puppets.

It'd be odd for them to reveal the boss so early when they're so actively trying to keep so many other things secret. But he certainly looks like one.

I'd die of laughter at all the WTF? posts from MK fans across the net if that were true. You'd think they would have figured out a way to make Motaro workable now that everything is back to 2D.

yea the look, intro, and him fully realizing his scheme/having control of the dead from mk9. With how much power he seems to have in this i feel like hes gotta at least be a sub boss.

He actually was killed, and I don't see him returning anytime soon. What exactly would someone like him bring to the story as a boss?

See, and that last part about fallen Earthrealm warriors to fight on his behalf, it just makes me think even more that the Sub-Zero we are seeing is truly undead.
Whether it's Bi-Han ripped/cleansed of Noob, or Kuai Liang reverted from his Cyber form, though I'm leaning more towards Bi-Han, I think that might be what we will see.
Or I could be like completely fuckin' wrong but I mean, you never know.

What if the Boss or Bosses are Kitana and Jade controlled by Quan Chi

lol At these choices.
Shinnok>Quan Chi>Liu Kang>everyone else
(Regarding boss possibilities)

I say both Liu and Shinnok will be the bosses.

The only bosses I would take seriously (and which have a chance of kicking the butt of those sissy heroes) are the ones who possess god-like powers and brains:
1. Quan Chi- thousands of years or maybe even older sorcerer, most intelligent character
2. Shinnok- fallen elder god, master manipulator, virtually immortal
3. Ermac- fusion of thousands of Edenian souls, including their last king, all with thousands of years of knowledge and military training
4. Daegon- half-god son of Argus, leader of a secret society and cult that predates egyptians and babylonians on Earth
5. Noob-Havik alliance- Netherealm General and Chaos highest priest worshiping Kochal (=Shinnok??)
6. Reiko- badass Outworld general with a sense of honour and a Quan Chi rivalry thousands of years old
Rest are shit, punching bags

I think Reiko has the necessary potential to be a boss. The only time we've seen him defeated was when he fought the half-god Taven, who (to be honest) kicked the butts of Sub-Zero, Noob Saibot, Kintaro, Goro, Scorpion and Raiden in a row even though he had just woken up and didn't have anything to eat

No way in hell.
Especially Jade, going from a lackey to a boss just like that. Can't see it happening.
