After all, save the best for last

I'd like to add that despite my previous post, I myself am a fan of a few MK4-MK:A era characters. I didn't want to give people the impression that I dislike them.

If any of them (not just my favs) make the cut, then I'd be happy for their fans.

Daegon, Reiko, Tanya, Fujin, Ashrah, Sareena, Havik, Hotaru, and Shujinko could all be implemented into this game just fine.

Daegon, Sareena, Reiko, and Ashrah could all be involved within the Netherealm war, or at least make cameos if not playable.

Tanya could easily fulfill her role as ambassador, assuming that Edenia will be involved with this game/Comic book with the whole Kamidogu arc. Plus, it ain't like age would affect her like the rest of the combatants.

Fujin is a shoe-in tbh.

Havik seems like he would fit extremely well in this atmosphere, especially with all the wars, power struggles, and chaos (especially judging from the ruined city and refugee camp arenas.) Hell, I could see him having a total bromance with Raiden due to all the catastrophe he caused in the last game. If Bi Han is Noob, his MK9 ending would be a great catalyst to bring Havik into the game. Even if Bi Han is Sub Zero, Havik still has so much potential.

Hotaru to fulfill the polar opposite of Havik, or having some involvement with Kotal Kahn's story and the outworld war.

Shujinko at the very least needs make a cameo since the Kamidogu are involved in the story.

Goro is a DLC, so it doesn ́t take any screen spot on the "original" roster..
Also, you are forgetting Sareena, Taven, Daegon and Meat.

After reading the comics, I believe Reiko, Fujin and Havik have decent chances of appearing or even being playable.

I think Mileena, Kenshi, Shang Tsung, (and possibly Sonya and Johnny) will be in MKX

I actually think Kung Jin and Ron tan cho and salazar were made just for the web series, since i think we would have saw something from them in the comics by now.

Which leaves Takeda, Jacqui, and Erron Black (if he doesnt die) for new characters

Then my guess is Fujin, Frost, Daegan, Reiko will be in MKX also
