Sonya Blade.
As much as I like Noob Saibot, I like him mostly for being Bi-Han and not shadow ninja. I still hope that one day he will return to his previous personality. As he is now, well, I like he special effects filled gameplay, but in MK9 he weas hard to control and in general I am not fan of tricky characters.
Sonya on the other hand, while she don't have elaborate backstory (as Noob), her gameplay was always perfect, in the last few games she apeared in. And her appearance was also in general more interesting (in MKDA-MKA) rather than Noob's, who predominnatly always stayed a black ninja with BDSM overtones. Maybe, I voted for Noob in this round if he had more interesting costume in MK9, but no such luck.

During Mortal Kombat 4 he allied with Kitana in order to stop a war between the Shokan and the Centaurs. He effectively crossed over to the good side between MK4 and MKDA, he even made peace with Kung Lao for killing his ancestor! Hell, he even lead the charge alongside Kitana against Shao Kahn at the beginning of Deadly Alliance.
And all his development was subsequently killed in MKD and later. He was turned back into stupid brute lackey. I liked him in MKDA for the reasons stated above, but after his "ressurection" in MKD he lost his appeal. Complete with his awful appearance in MKD-MKA games, he lost all his coolness to me. In MK9 he restored some of his pride, but that goes only for his apearance. Personality-wise he is still a brute and his gameplay is alcking, since he is very easy to defeat.

Goro isn't just a completely evil character either, and he isn't blindly loyal to Shao Kahn. He's simply trying to do right by his people and working for Shao Kahn is the easiest way to do that. Royal brute is still a brute. Him having royal blood doesn't change anything about it. It's just an information. His personality and actions should affect how his character is perceived, not just description.
And about his loaylty...if MKD is any indication, than Goro is just sleazy opportunist, much like many other characters in the series, who will bertray whoever he serves at the moment, if it give some benefit to him and his people in the long run. I understand that he is in quite predicament, being between Centurians and Tarkatans, but opportunistic traitors never were my favorite kind of characters, only if they were very charismatic like Quan Chi for example. And Goro is not very charismatic, aside from being steretypical big strong "bodyguard"-type character.

When he could finally step out of Liu Kang's shadow during MKDA, he was killed by the deadly alliance. Then they went and screwed over his characterization during Shaolin Monks and they've kept his brash and cocky personality from then on. Goro became a compelling, interesting character before they killed him off and brought him back to the side of evil. Every time Kung Lao has tried stepping out of the true champion of Mortal Kombat's shadow, he's been killed off before he could accomplish anything.
Kung Lao has very important aspects to him - he have his own style, his character was interesting for more than two games, he has charisma and badass personality. Also, he is not an opportunistic traitor. His failures in the story...well they happened, but Goro failed all the same - he was defeated by Liu Kang in MK1 and went into seclusion because of shame. Returned in MK4 / Gold for revenge and never had it. Then he was killed by Noob and bertrayed his allies for Kahn, ruining his character ever since. Kung Lao's personality was butchered in MKSM, but in MK9 he was much more tolerable and not so brash as he was in MKSM. While Goro stayed loyal brute on Kahn's service to the end.
