Kinda funny you say that because Goro has changed and become more than just a big brute in the past. During Mortal Kombat 4 he allied with Kitana in order to stop a war between the Shokan and the Centaurs. He effectively crossed over to the good side between MK4 and MKDA, he even made peace with Kung Lao for killing his ancestor! Hell, he even lead the charge alongside Kitana against Shao Kahn at the beginning of Deadly Alliance.
Then he was struck from behind by Noob Saibot and had to strike a deal with Shao Kahn in order to survive. While that does kinda screw over his awesome character growth, for all we know he could have been biding his time before trying to take down his former master. It's not like we haven't seen that before in Mortal Kombat (Shang Tsung, Noob Saibot, Sektor, Quan Chi, Frost, etc.). It really is a shame they didn't keep him alive and continue developing him in Deadly Alliance.
A lot of people tend to look at Goro as just a big brute which is understandable, especially after MK9. Unlike most of the other sub bosses (Kintaro I'm looking at you) Goro is more than just another big brute. He's a High ranking Outworld villain being the prince of the Shokan, general of the Emperor's army, and 9 time champion of Mortal Kombat. Goro isn't just a completely evil character either, and he isn't blindly loyal to Shao Kahn. He's simply trying to do right by his people and working for Shao Kahn is the easiest way to do that. Once he could cross over to the side of good without screwing over his people he did so without much hesitation.
Kung Lao on the other hand has never become more than a sidekick. He tried to take down Shao Kahn during MK3, and was almost killed before Liu Kang saved his ass. When he could finally step out of Liu Kang's shadow during MKDA, he was killed by the deadly alliance. Then they went and screwed over his characterization during Shaolin Monks and they've kept his brash and cocky personality from then on. Goro became a compelling, interesting character before they killed him off and brought him back to the side of evil. Every time Kung Lao has tried stepping out of the true champion of Mortal Kombat's shadow, he's been killed off before he could accomplish anything.
Not that it matters much, the Prince of Pain is behind by quite a bit. It really is a shame Goro isn't playable in MK9 except for hacks.

They would make a pretty cool team. I've always liked Liu Kang more and I always will, but it would have been cool to see Goro and Kung lao working together against the Deadly Alliance. Imagine the two former rivals working together against the Deadly Alliance. With the former champion's help they might have been able to win against the two sorcerers.
They are both alike in that they are both complex and badass character that tend to get the shaft, but Goro did have his time to shine during the first game. Even though Shang Tsung was the final boss Goro was the one you had to defeat, and he was definitely the more memorable and difficult boss. Kung Lao did share the spotlight with Liu Kang during Mortal Kombat Shaolin Monks, but that's when they started messing with his character. Kung Lao has never been one my favorites, but it does bother me that they changed his personality so much.

Entangled in bloodfeuds, defined by death! Lt. This was kind of a tough choice, but I vote for Noob.
As much as Sonya's new background and personal focus on finding her father in MK9 has finally gone a a way towards pulling her out of the stale, stale pit such characters as Jax inhabit, I feel that Noob is one of MK's best. This is a guy that nearly killed Goro, that served two masters and finally struck out on his own, that's capable of brokering deals for power, capable of making use of whatever resources he can get his hands on, that started his own legion of cyber-demons. Noob's very possibly a threat equal to Quan Chi or Shang Tsung,and I hope a future game uses that to his advantage. Combine that with a character skilled players can use effectively without becoming too predictable, and you've got yourself a winner.
Also, 'Make a Wish' is one of the single greatest fatalities ever.

Sonya because she is MK's first female.
Sonya, she is the orignal female, has great gameplay, kinda good story, and was the first hi-tech character in MK.
Noob Saibot, cheap gameplay, fantastic story, best hidden character, transformed by midway into a cheap version of bringing back Bi-Han
