Kung Lao's honestly become one of the most frustrating characters for me. He looks so cool, always seems like he has a ton of potential and is perpetually on the verge of becoming "THE guy" and NRS just drops the ball with him. Game after game.
Yeah, he had a really cool move list in MK2011. He was really fun to use, even if some of his moves led directly to spamming, he was still a great charcter gameplay-wise, and honestly, he always has been.
But man... His story. What happens to him. His death in MK2011. For every step forward this guy takes, he takes two or more back.
That said, I STILL think he has potential. I still think that they can do a lot more with him and I still think that makes him better than a sub boss (albeit the best sub boss in the series by far).

Even if NRS refuses to give him something better in the latter department.

I voted Kung Lao, for the reason that he's my favorite character. And in this match, he would be much more powerful due to a fuel of vengeance (Yes, when not Kung Lao involved, I vote based on battle power.) that drives him to kill Goro.

Meh, I'll leave the story to the actual writers, not some Internet poster. While Kung Lao could certaintly remain a "secondary" character according to your viewpoint, he could also end up the focal point of the next game. It's really up to the writers. Liu Kang is dead afterall, it's not like they'd kill him only to bring him back /sarcasm. You talk in absolutes like nothing can or will change. We just had a whole ret-con game for goodness sakes.

That may be, but none of those retcons have changed the positions of any character. Baraka is still just a henchman, Jade is still just a support character, so is Kung Lao... Well, except for maybe Scorpion who is now also a henchman while he used to be more independent. Liu Kang is still the champion, Sonya is still after Kano, Jax is still her support character, etc etc.
A total overhaul could be refreshing, if done well, but I'm afraid each character is kinda stuck in their roles which they were given since day one. Because of the writers.

While Goro was once very iconic, I think he run out of his coolness. His recent appearance were mediocre, save for MK9, that slightly redeemed him, but Kung Lao stayed consistently stylish and awesome in pretty much every game he appeared in. MKDA, MKA, MKSM - you name it. Yes, MKSM butchered his personality, but he still had that awesome style of his. MK9 took him onto the new heights, making him even cooler and overall better.
Besides, I don't see Goro becoming something other than big brute serving another tyrant. While I don't think Kung Lao has a lot of freedom, when it comes to character development, he is still much more interesting. Though, I'd like return of the "dark and brooding" Kung from MK1-MKDA, but I'll be content with him MK9 version. At least its found some balance between awful brat from MKSM and reasonable cool shaolin monk from the past.

Also, please remember that not all people share your opinion and they are all entitled to their opinion. I think that for me, it's more the potential that I project on to him. I look at him and I see a guy that could and perhaps should be the guy considering that Liu Kang wins all the time and well, most people think that's gotten kinda old.
But really, that's just my own personal issue. Even in MK:DA, when it finally seemed like he was going to have a chance to be the guy, they fumbled it and as you say, it appears as though he's destined to be a secondary character.
I guess that just kinda speaks to my own frustration with the way that some of the characters stories are done. You can have good guys and bad guys and shades of gray in between without giving every character a secondary buddy who's story solely depends on someone else.
Personally, I'd like to see Jade get away from Kitana and Sindel. I'd like to see Jax get away from Sonya and I'd definitely like to see Kung Lao strike out on his own and perhaps become the chosen one somehow. Or maybe he sees that he can't, so he betrays the good guys? I dunno, something to give him a storyline all his own would be nice, ya know? That's all I want, really.
