I think he referred to the younger brother Subbie. The elder brother mastered his powers long time before MK.
And also, just because Smoke has mastered his skills earlier than Subbie doesn't automatically mean that he's stronger or better than Subbie. Just that he has more control over his powers and skills.
E.g. I could be a master using a spoon! But that doesn't mean I am better using a spoon than people who use a fork. It's a bad analogy, I know, but I hope you get the idea. XD

awesome analogy but......
mastering his skills means more control over his power and skills like you said,also it means better strategy in fights,so being around the mk2-mk3 storyline he doesnt have to be more powerful than subby.he will be able to out think him in battle which makes me believe smoke planned to fight sektor and cyrax off because
A) at the time subby was weaker then and they both would've been captured.
B) smoke was smart enough to use his stealth ability to last long enough for subby to escape.
C) he wanted to save his best friend lol

This is all just... speculatin' on my part, but see the vibe I personally get from Sektor's story is...
Grandmaster's son. Very loyal. Probably not much in his father's eyes.
I'm -assuming- since all Cyrax and Sektor's powers are all technological... and because they've at least implied that Smoke and the Sub-Zero are special amongst the lin kuei's ranks for having powers... I'd assume... that Cyrax and Sektor, while they may have been skilled assasins... were normal humans. And whilst they were probably the pinnacle of what normal human's in the Lin Kuei can achieve... they were probably a step down form their "special" operatives.
So the way I picture Sektor, truthfully... is always trying to live up to his father's expecations... and be the Lin Kuei's top guy... but Sub-Zero is always a notch above him, because of his fancy ice powers.
Which is why Sektor is so willing to step up to the plate with automation. He wants his fancy missles and flamethrowers, so he can finally live up to Sub-Zero and his daddy.
Which would mean Sektor was not, in fact, the highest ranking... he just aspires to be.
That's the way I envision the story in my head anyhow. Granted, they don't go into nearly that much detail about Sektor and his dad/motivations... so I could be way off base. :P

Pretty sure it goes something like this:
Up to MK2-
1. Bi-Han. Lin Kuei top dog. No doubt.
2. Sektor. Based on his interactions with people in story mode, this seems likely. Power-wise, he's probably on par with Kuai Liang, but at this point the latter is still rough around the edges.
The next ones are all pretty close, but:
3. Cyrax, just by virtue of of being Sektor's PIC. The grandmaster isn't going to send someone unskilled or low ranking on missions with his son. more on this later.
4. Kuai Liang and Smoke. I gather that they're pretty equal. The story puts them as parallels pretty frequently, and this game's storytelling seems to cement that. As if the story could go either way.
It's important to note that they're all Lin Kuei elite. There are some things that divide them, however. I get the impression that Cyrax is a softy. He seems to question things, and deep down wants to heir on the side of good. In the long run, I don't think he wants to be an assassin. I get the impression that Kuai Liang has a lot of raw talent and probably the greatest potential. A great deal of strength seems to run in that family. I always sort of pictured him and Smoke as more of the young aces. They seem like a pair of hot-shots that still have to prove themselves. Cyrax and Sektor are probably a bit more legit early on functioning more like higher ranking vets. Bi-Han seems to outclass the rest of them in his short lived time in the canon. He goes on the top secret, high interest missions, and he goes on them alone. I bet that makes Sektor jealous, too. I can't really comment on Smoke yet, because we haven't seen him live up to his potential the way we saw Kuai Liang do it last time around. Someone like Razor should fact check me, but most of this is assumptions based on context clues.
In the old canon, it ended up something like this:

This thread just makes me sick. Smoke is no where near Younger Sub Zero the grand master of the Lin Kuei. I am not a younger sub zero fan btw. I am a reptile fan. Younger Sub Zero defeated Sektor 1v1 to gain control of the dragon medallion. Younger Sub Zero fought Noob and SMOKE. Although younger sub zero lost, he could have beat noob and smoke 1v1. Noob Saibot's ending in MK:D says that Noob defeated younger sub zero WITH the assistance of smoke. If you take the LIN KUEI's principle at heart, you would believe that a warrior becomes better when he/she is AUTOMATED. Smoke WAS automated and still had no chance against younger sub zero. In MK9 Smoke loses to CYRAX. Also Younger sub zero becomes an automated warrior like CYRAX and SEKTOR. LK-520 is better than the original younger sub zero. Conclusion for MK9: CSZ is stronger than Smoke no doubt.

To elaborate after reading the original discussion post. Smoke is NOT the highest member of the Lin Kuei because Smoke can't even beat Cyrax. If Smoke cannot beat Cyrax, Smoke won't stand a chance against Sektor. In MK9 Sektor is the highest ranking member of the Lin Kuei.
