I wouldn't have so much hope if I were you. Look at the MK9 and Injustice modding scenes and you'll understand.
now,if they are just simple NPCS,then there's no issue at all.
don't forget some NPCs aren't in the game,they are just part of cutscenes(pre rendered cutscenes)
don't forget PS3/360 as well. let's just those that will own the PC/PS3/360 ports are gonna have more content than PS4/XBONE
Since cutscenes use the same physical models and all, probably the only thing needed would be to touch up the details on them. That is the easy part.
The hardest is assigning moves to them. In MK9 it was at the cost of preloading another character and reskinning them, sometimes reassigning animations (intro mashups anyone?).
I do not however know how interested or loyal the modding fanbase is.

there are a few exceptions(genericfightera,or the monk kitana spares)
but cutscenes are still pre rendered cutscenes,if the npc file is not in the game files,then they are out. simple as that.
That could be. Most probably is. The most modding I have done was on Bioware RPG's before 3D, so I am at a loss there.
But even if he was in the cutscene, the model used there needs to be somewhere in there.
MK9 and VS DCU aren't like that man. save certain exceptions,they don't work like that.
Trust me,I'm an MK9 modder myself.
