Technically we know each character can have a MINIMUM of 5 brutalities (throw, 3 variation specific special, 1 universa special, there could be more) so 24 is more than enough for "more than 100 brutalities". I hope the roster is in the 28-30 range before DLC though.

He's probably allowed to talk about it, it's just that the press isn't allowed to talk about it until a specified date. Cage and Kenshi will probably be revealed soon officially.

I agree, I don't love that they force fans to use the app to get the most out of the console game. But at the same time, it creates incentive for NRS to create a lot more alternate costumes, especially "zany" ones, that they almost assuredly would not make if it didn't benefit the mobile app.
