Ed Boon did say they went a little too far in MK9, and they plan on dialing it back for MKX.

And they shouldn't. It's not a good premise to start a character on. However, to sexify a male character could still be part of the design, as long that's not what the developers have based the entire character on.

Kitana, Mileena and Jade, for example... to "be sexy" isn't why they were created. They were created, because Boon and Tobias wanted some female ninjas to balance out Sub-Zero, Scorpion and Reptile. And thus a story was built around them, character designs and gameplay.

If they had started with "We need a sexy chick. Any suggestions?" they wouldn't be what they are today. That's what I'm convinced of anyways. However, their sex-appeal came along as they built their characters, and that's acceptable.

... That NRS tuned up for their sex-appeal in MK9 is just a bad design choice.

I agree with your point (but not the words 'swag' and 'bae'). He's the perfect example though. Kano's new look IS sexy but not deliberately overly-sexual. It's possible to be sexy without going overboard into slutty, and i think for a gritty, realism-infused fighting game that's the right direction to aim for.

I disagree with the notion that everyone who doesn't want over-sexualized females in MK are either women or gay people.

You know Sega tried an overly sexualized gay character in Streets of Rage 3. But when releasing the game to western audiences Sega of America removed the character worrying that it would offend both straight and gay people a like. They instead made Axel's shirt yellow and colored his pants to make them look leather to "Sex him up." And everyone thought it was fucking stupid. Looking back 20 years later however, Ash was incredibly stereotypical and offensive as hell, even to a straight man. And I can hardly see MK benefiting from a highly sexualized gay character, as today as back then many on both sides would find it extremely offensive. Besides, like real people, I don't give a rats ass who these characters sleep with. I'd like them either way.
