Why does Smoke say where there is smoke there is fire?

The bottom line is that you're trying to direct your debate towards a tag team of Smoke and Scorpion, when you know that's not the case, while Casselman was merely answering to your real question in the original post.
As the intro taunts are often so short, they are sometimes - as in this case - metaphors. "Where there is smoke, there is fire." is not only a pun but also a play with the fact that Smoke doesn't emit fire, which is why you along with some others got a little confused of it when you took it too literally. Fire is often connected to peril and that makes Smoke's intro taunt a formidable threat. For the most of the time, fire leads to smoke and vice versa, but this scenario makes you wonder why does Smoke emit smoke then?
The answer lies in Smoke's ending.

Given, that the phrase is old, but it really didn't get popular until the Hotel Mario Youtube Poops spawned, in which people mainly use bits from the Hotel Mario cutscene and made the Youtube Poop Intro say "Where there is smoke, they pinch back".
Simply put, I believe some MK Team member spent too much time on Youtube.

Dude, thanks for telling me smokes ending man. Say spoilers next time. And its a metaphor to his power. Fire is one of the four elements and therefore one of the strongest (and the one which smoke is derived from). He doesn't use any fire powers, just a metaphor of his expressing how powerful he is. It's not that hard to comprehend.
