Actually even Tremor is more recognized than Rain.
Hmm...it's a tough choice for me really. Neither one really piques my interest.
Kahn was comically dumb in MK9...like Saturday morning cartoon dumb. Oblivious even. So dumb in fact one wonders how he actually managed to usurp the throne of Outworld and keep it all these centuries. I mean, christ, Quan Chi should have tried to undermine Kahn a LONG time ago...because it probably would have worked long before MK9.
Which is kind of a shame, because Kahn used to be a pretty badass villain. Oh well...
And then there's Rain, a largely forgettable character imo. But at least he wasn't in the storymode, and thus didn't have the opportunity to make an ass out of himself like Kahn. I know Rain has a pretty strong fanbase, and I'm not trying to denigrate those fans by labling Rain as *forgettable*. I simply don't like his design and, quite frankly, his subpar backstory. But NRS has a way of surprising me with redesigns, so if Rain is in MKX, I'm sure I'll come to like him...so he get's my vote for those two points alone.

Gotta go with Kahn.
Both are pretty played out but Kahn has simply made more of an impact in the franchise while Rain has barely left a dent.
Rain isn't really forgettable, just remembered for the wrong reasons.

He was actually my favorite ninja in trilogy next to Noob. And his moves and combos in MK9 are outrageous.

Meh, I feel he's pretty forgettable. I mean, Bo Rai Cho has had a greater impact on the overall narrative than Rain, whose only claim to fame is that he's an Edenian Prince/Demi-god and he's evil. Oh, and he's purple.
Bo Rai has been in three games to Rain's two (not counting MK9 since he was DLC and had no impact story-wise), and the Drunken Master is more realized in terms of background and his involvement in the story.
Similarly, Rain's costume has always been either a palette swap or just god awful. I will say Rain's MK9 design was light-years ahead of his MKA days, though.
He's like Khameleon in a lot of ways, and many of the more obscure characters in general. Just needs more fleshing out and a better design imo. And that's why I voted for him. He has a legion of fans and NRS is sure to improve on him...hopefully.

Yeah I thought the same thing. Maybe just dramatic flare so he'd stand out. Although the green did a well enough job. That or he's just so animalistic in nature he doesn't realize his disguise is over the top.

Shao Kahn's a solid performer, but the times don't really favor him. There's a groundswell to move on from the iconic boss, and going with that flow is a strong cult following for Rain. Rain was DLC in the last game. That should help bump his numbers a little as people look for a main roster upgrade. Should be an interesting battle. Not the only one, either.
The underdog Rainvid & Shaoliath storyline is fun, though:
