For most MK games, especially MKDA, they show us some of the production artwork. They usually shows us early ideas for characters, who for whatever reason, didn't make the final cut into the game.
I always thought there was quite a few unused characters who would have been very interesting to see in the games. I also wonder sometimes how they could drop potentially great characters like Baphomet or Undead General, in favour of worthless crap like Kobra. They did it with Dairou in MKD, so it is possible to see some of these guys developed and used for later games. Which ones would you like to see given a chance in the next MK game.
I've listed most of the more prominent ones I know. I am not bothering with designs who were obviously just early versions of present characters, so no Sandman or Michael Grimm (early drafts of Kabal and Johnny Cage). I also refuse to list false rumours and hoaxes that were nothing to do with Midway, like Nimbus Terrafaux or Scarlet. That's not to stop you listing them if you like, I guess they could take the ideas and use them for something, not like fans have copyrighted them.
1. Elder Demon Baphomet- Netherrealm demon, looks like Satan.
2. Hachiman- Swordsman in red armour and kendo mask.
3. Siobahn- Meant to be a friend of Li Mei. Looked like a clubber.
4. Evil Sumo- Sumo wrestler. That's it really.
5. Tiamat-Reptillian creature, bulkier than Reptile and with armour plating.
6. Konga- Giant drummer in the Drum Arena.
7. Undead General-One of the Dragon King's army.
8. Rokuro- Barbarian, looks like Conan. VERY old MK1 concept.
The next two are a bit different to those above.
9. Belokk- Big red devil, originally meant as a boss in MKG. He was created by Eurocom rather than Midway though, and Midway took him out, replacing him with Goro. So whether he really counts, I'm not sure.
10. Hornbuckle- Green coloured Liu Kang sprite seen on MK2's pit stage. Since Blaze (formerly known as "Torch") was revamped and made real in MKDA, this guy could too I guess. But change that stupid name if he does.
There are more, who had not been given names. One example I found interesting was a kung fu style woman who fought using long ribbons with hooks attached. Artwork of her is in MKDA's Krypt. If anyone can think of any others I've missed, please list them. Finally, I'd like to thank Asesino for the original idea of this thread, inspired by his one about classic characters.

Like you said, I have no idea how they could pass some of these up for characters like Darrius and Kobra It boggles the mind...
Elder Demon Baphomet - He is a great looking character, who imo would be perfect as a sub-sub boss. He could be strong, but slow, and I'm thinking he would have a really cool stage. Defintely should make at least one appearance in MK.
Hachiman - My favourite of all the conceptualized characters, he just looks so cool. I'td be so sick if he was in MK7, and he has storyline potential; as a possible nemesis of either Kenshi or Dairou...
Siobahn- She looked pretty cool, I'm always for new MK females - cus I don't like the majority of the ones currently in the series. Siobahn could replace Li Mei entirely imo.
Evil Sumo- Didn't really like him, so maybe not - but still better than Darrius and Kobra...
Tiamat- Along with Khameleon/Chameleon, he should be brought into the series, as either a direct ally of enemy of Reptile (hopefully enemy). I'd like to see the Raptor's flourish, Reptile and Khameleon being the only ones, kinda sucks.
Konga- He was cool too, I woulda liked it if the little message on the info of his krypt pic was true...A huge, badass fighter, defintely should be considered for a future MK.
Undead General - Again, a great concept unused. Imo would've been a far better sub-boss than Noob-Smoke, or perhaps they could've been the sub-sub-boss and the undead general as the regualr sub-boss. It kinda made no sense for Noob Smoke to be the sub-boss since they had absolutely no conncetion to Onaga - especialy when we see the Undead General's concept in the krypt. Also, in MKDA they made so much of the undefeatable army, then they were all blown up in the intro? How lame. If Onaga returns, his 2nd in command should too.
Rokuro- So long ago I guess they forgot about him. I've never seen a pic, but I think it would be nice if he showed up in an MK game all this time later (as long as he was good, and hopefully as a secret, perhaps hidden IN an old MK1 stage...) His story is solid: "Rokuro belonged to a race of demon warriors called the Rokuro-Kubi (Demons of the Dark). Reputed to be savage barbarians, Rokuro used this misrepresentation against his opponents. He used the tournament to restore the pride and respect of his race"
Kintaro (Original concept) - Since Boon seems to hate the way Kintaro turned out, cus they couldn't make him the way they wanted w/ the technology back then, why not bring in the original Tiger-like character design now. He could be Kintaro's dad, or son or something, as he still is a cool concept.
Krypt Keeper - Ok he was a concept for the Krypt, but he looks eerie. MK always needs good evil characters, so why not?
Shadow Priest / MK1 guards - I'm sure they have thought about making these guys into characters before, especialy since they made them into characters in MK:Shaolin Monks. After MKSM, I'd like to see them in the regular MK games, cus they both have cool designs. Shang Tsung needs a right-hand man too, so it should be his head Shadow Priest.
Evil Masters - Dunno much about them, besides the fact that they look very mysterious, magical and evil. Again, good new evil characters waiting to be used.
And of course...Zebron - Deadly, menacing, pure carnage... I think it would be funny just to throw him in as a hard to find joke hidden fighter, surely he would turn out better than Mokap.

Spoilers: (Highlight to reveal)
In the intro of MKSM, we see Kang bike kick a guard in the tournament, even more reason to make the guards into legit characters

It's such a shame that all of these concepts never saw the light of day. The tiger concept for Kinatro is especially cool, and I'm extremely dissapointed that he was never brought back as amybe another character. Speaking of concepts, it's a shame that they butchered Blaze, especially after seeing what he could've been.

The ones I'd most like to see brought into MK are:
Baphomet- I think a devil style character would be a great addition to the cast. Plus I like the whole Netherrealm setting, and would like to know more about it.
Siobahn- I liked her looks, and think the MK cast could do with another contemporary looking fighter. Should be a regular Earth girl rather than friend to Li Mei, we need another female fighter from Earth.
Rokuro- I really think the playable MK cast needs a super strong brute among them. MKD (except the Gamecube) was lacking in this, and I think Rokuro would make a great grappler/power hitter.
Hachiman- Can't possibly be any worse than Dairou turned out. I'd like a good swordsman in MK, and he did look pretty cool in the kendo mask. Kick out Dairou, let Hachiman take his spot as the roster's swordsman.
I'd also like to see what they can do with the ribbons/hooks woman in MKDA concept art. Seems like a good idea for a fighting ability. Shame she was never named, it would make it easier for me to list her.

Hachiman is nothing but a shameless theft from japanese mythology - if I remember correctly, he is one of the warfare and battle gods. We already have Kenshi, no need for an additional character. However his concept could be the improvement Dairou needs so desperately (? IMO he's one of the best story- and designwise). Is it me, or this is the third deity they stole from nippon? Raiden, Fujin..perhaps Hachiman....
Leave the satanic and judeo christian references out of this game please, even the mention of Lucifer in Shinnoks lifepath was horrible enough, let alone a standard and cliche devilish character. However if belokk should come back as eastern demon (teng'yu, rodjung ...) that would be good. But the netherrealm is already overtaxed with native villains.
Siobhan has a good name and a good design. She should be something.

Baphomet, yes! Demons rock.
Tiamat like said above, would be great as another another Raptor character.
The Evil masters looked interesting, but I don't know how they'd fit in the current story.
I don't like the Sumo character. I don't much care for sumos at all.
I wish they had used that Kintaro concept, he looks so damn awesome. He looks like a better Kobra than Kobra himself.(Lol, a Tiger named Kobra.)
The black/white masked guards from the courtyard also looked like great character designs.
Also, the Netherrealm guards from MKM:SZ (featured on the Outerworld's main page) looked cool.
Hornbunckle could be brought in to further Blaze's story.
"Cloak"- The shadow Priests just look mysterious, and cool. They'd probably just stay as background characters or grunts like in SM.
We need more ninjas dammit!

It could be just Liu Kang in a different colour, but then again, "Blaze" could have originally just been put there as a random fighter burning to death in the background. Plus we all know how Midway used to love their pallete swapping, so it is possible that they could one day use "The Green Liu Kang" as an excuse to make a new character.
If they do this, they would have to give this guy his own look, no more pallete swaps please. They modified Blaze this way when he was finally made into a real character. And the name Hornbuckle has got to change, I'd love to meet whoever originally christened him this, and ask them what they were smoking at the time.

I liked the Hachiman concept the most, it looked genuinely evil. I never took a great interest in Dairou's story or style.

Could anyone post a picture with Siobhann and the woman with the ribbon and hooks?
The second sounds the most interesting. Dying to see her weapon.

I would love to see all unused concepts used; if they could redo MK2, they can redo MK1 and use all concepts and more.

Tiamat i really liked. although i like that they used his concept and turned it into a new look for Reptile in MKDA. im not sure but would Reptile still been in MKDA if they did put Tiamat in there instead? i mean they probably could of used the same basic story line with Onaga taking over Tiamats body. still glad Reptile was in it rather than him tho.
anyways i do like Tiamat. id like to see him in MK7 along with Reptile in the game. they could make a good story line with the 2 being connected in some way. a long lost brother even? i dunno. still good story line potential Tiamat could have if it involved Reptile. and that would expand Reptiles story as well.
as for all the rest, nothing from what ive seen has stood out to me that i liked really.
as for Kobra and Darrius being crap characters i wouldnt say they r. i dont like Kobra but gameplay wise he is good. and Darrius is pretty kool imo. now characters like Havic and Hotaru i think r crap. its their story with the whole Order Realm/Chaos Realm crap i dont like and they seem to be the poster boys of those realms (like Shao Kahn poster boy of Outworld and Liu Kang of Earthrealm). back to Havic and Hotaru... besides crappy backgrounds they also got nothing really good or special about them.
