I understand your argument but you are avoiding the rest of the previous message, and you continue to base your argument on "going against the nature of the character"
I know his personality is cold and restrained. I'm not saying give him neon colors, lasers attacks and ridiculous kicks. You can easily keep his personality intact with a fighting style that fits his calm demeanor.

Just because you don't have the ability to picture brickhouse characters such as Predator or Jason (or Ash or Alien or the Blob) in combat, doesn't mean that a fighting style that fits the character can't be created and that they "shouldnt" be in a fighting game. Thankfully Netherrealm's creative minds don't have such shortcomings. And how do they do that? By not taking the character lore as INFLEXIBLE HOLY GOSPEL for what can be done and what cannot.

And besides it's not as if Mortal Kombat characters have not done things out of character ever:

I don't think so. I'm really not a fan of Hell-raiser. Pennywise the dancing clown on the other hand...

Give him slow walk speed, low, kind of floaty jumps. Don't have him punch or kick; make all the movement about the chains surrounding him. Easy. Done.

Oh man!!!!!!!! I really didn't know about the existence of Terrordrome, and well just imagine what Netherrealm can do with a big budget and better animations and better everything...... man i'm so drooling at the possibilities. Knew i wasn't the only one picturing him in such scenarios, love how he summons the other Cenobites and his Lament Configuration attacks. It still is a long shot but oh well hope dies last!

The type of fighting Pinhead would do is more suitable for a game like Guilty Gear, where hand-to-hand combat is not the premise.

If Mortal Kombat was to break from that premise and include other forms of combat, I'd be more than willing to accept Pinhead into the series, more so than Freddy Krueger, even.
