One of his intros against Scorpion have Sub-Zero saying, "I tire of maintaining OUR innocence." This leads me to believe it's Kuai Liang saying it because since he became Sub-Zero, Scorpion will probably place blame on him too which would make Kuai Liang speak for both himself and his brother.
If it was Bi Han, I don't know why he would vouch for Kuai Liang's innocence in killing Scorpion's family. Bi Han died before Kuai Liang became Sub-Zero, so if anything, he'll probably keep things between him and Scorpion based on their interactions from the past.
But this is only coming from the intro and hey, maybe both brothers will be in as Sub-Zero at some points in the game. Really can't tell too much but for now, I'm leaning towards Kuai Liang.
"Our" could mean the clans innocence.
I'm not sure if Scorpion held a grudge for the entire clan as much as he did for Sub-Zero. Like, I don't recall any specific interactions between Scorpion and Cyrax or Sektor. That and Sub-Zero did say that in response to Scorpion calling him "Murderer." I understood that dialogue as suggesting that Sub-Zero is speaking for the SZ bros in general since Scorpion held that grudge against them. But like I said, this intro can't really tell exactly who SZ really is. At least, not by itself.
