If not him, my next guess is Havik, Shinnok or God-Kang
I always wondered if Noob or Kuai Liang held boss potential. Over twenty five years, A lot of moves could be made by Bi-Han to secure the Netherrealm or have Kuai Liang's programming be altered or Hijacked.
I would be 100% on board for Noob Saibot as a boss.
If not him, my next guess is Havik, Shinnok or God-Kang

To the casual audience, Liu Kang would be a boss few suspect, imo.
Of course *we*, the folks who populate this forum, wouldn't be surprised to see Kang as the boss of MKX. We're on a fan site dedicated to all things MK. We're hardcore fans who spend our free time posting speculation threads, crafting rosters, and arguing over canon.
Honestly, very little would surprise this bunch. lol
But for John or Jane Doe on the street who knows about MK, but doesn't necessarily wallow in it, they may actually be shocked to see Liu Kang, the series' long time hero, as the vengeful villain.
Just my opinion on the matter.

It's from Shang Tsung's MK9 ending, where he, of all people, trains with Bo' Rai Cho to stop the now-malevolent god Liu Kang.
One of the game's better endings, since it's rather out of left field.

Honestly I just wish it were Shinnok, his presence as a boss has been the most underwhelming out of everyone so far which, as a fallen elder god, you'd think he'd be the most threatening. He gets teased at the end of MK9 as if he's gonna be the next big thing(especially to those not familiar to the series) but then someone else is gonna end up taking the spotlight? That kinda sucks tbh

Since Deadly Alliance, there seems to be a general pattern of a few arcade ladder endings hinting at the plot for the next game.
The Dragon King returning? - Reptile's and Blaze's endings from Deadly Alliance
Armageddon? - Kitana's and Blaze's endings from the PSP port of Deception (Unchained). Shout out to Frost's ending for setting up Taven finding her in Armageddon's Konquest mode.
2006-2008 was rough for the MK team, and I think they had a plan to make an Armageddon ending or two canon (or wipe the slate clean and kill erry'body, as Blaze said was a possibility), but with Midway going bust, they had to rework their strategy and make the first MK game fully made with WBs backing sell like hotcakes. Thus, the re-spin of the first 3 MK games.
So the MK team has a bit of history with some Arcade endings leading into the plot of the next game. What two endings have the same result? Liu Kang and Shang Tsung's endings....God Kang.
Who else has endings that aren't contradicted by story mode and could potentially be continued into MK X?
Ermac's legion of souls being led by King Jerrod. I definitely see that happening. Wouldn't be the first time a true identity was revealed in an ending (Hello there, Noob Saibot).
Jade's ending......modified. I don't think Jade will be in this game (because story mode). But that woman in her dream might very well be revealed as a new character in this game. She might be revealed as she is, or might possess Jade's body (A bit of a messy situation, that. Would she be counted as herself or Jade? :P).
Cyrax and Sektor's ending both have Sektor as the new Lin Kuei grandmaster. And Sektor's ending gives him possession of the Dragon medallion and puts a new twist on it.
Just my two cents.

You know, because apparently Kahn didn't "kill" him, he just took his powers and gave it to Sindel. Thus, Shang could easily have found a way back, regain his power, and become the main villain again. Because you know, that whole scene with him disappearing totally when Kahn took his "powers," he somehow lived through all of that.
Because you know, Shang Tsung is a mother fucking badass!

I wouldn't put it past NRS to make Scorpion the main character this game. He always gets cover/face time, but he is getting more than usual. Mark it as an enemy of Scorpion, and you can assume they will reboot his "champion of the Elder Gods" status.

I can definitely see "God Kang" happening because the MK team made very ambitious moves with Liu Kang like KILLING HIM, bringing him back from the dead as a ZOMBIE, rewriting that same timeline and then KILLING HIM again, so why not this?
Only problem is, according to Gamepro magazine, rumor has it that Liu along with both Johnny and Sonya Cage (assuming that they ran off to Vegas and got married) will be playable.
And speaking of playable, when the heck are we getting our MKX demo? I don't own a PS4 yet but this would definitely give me some incentive.

Yes. Usually after they have been unlocked or featured in a "Komplete Edition" type of deal. In the case of Shinnok in MK4 where he was immediately playable, it made him seem so watered down and less threatening and I don't want that to happen to Liu Kang if he is the boss.
I remember being so disappointed by that when MK4 came out. The only disappointment about that game for me.

That is not what made him a bad boss. It was because he had no original moves, was a lesser version of Shang Tsung, and his AI wasn't boss material.
There are 2 essential things a boss needs to be a challenge: Slight advantage with health or damage buffs, and a smart AI. Whether or not a boss is playable has no effect on those 2 things.
