I still call BS on the Character Select Screen not being final. IMO, it IS final. It looks too polished not to be, and both announcement builds for MK9 and Injustice featured the same character select screen as seen in the final retail build.

They're just saying this crap so they don't have to announce the final roster size, to keep fans speculating and engaged with the game, and so they don't have to endure the shit storm of some fans whining over 24 characters.
