He looks like a mix of Skarlet, Smoke, ShangTsung, or Cyrax to me..

Could you be a bit more specific, like comparing the special moves of FK and those other characters?

Up/Down Claw = Skarlet

Close, Mid/Far ground Claw= Shang/Cyrax

Teleport=Smoke

So? Rain has copy and past moves, so does Kenshi, Cyber-Zero, Sektor...ect. Characters that have the close, mid, and far range attacks can be said to have the same moves as the other ones who have it. Cyber Zero teleports and has bombs...But their moves don't come out of the ground. Hell, even Rain has the same A, A, B move as Scorpion.
