What are you talking about?
Nitara can open up a portal to her home realm with that orb she had Cyrax find. She can't open any other realms. On the other hand, gods such as Fujin and Raiden can open a portal to any realm. Then there are just portals which are always open to anyone. "Cloaks" are only located in Outworld at any rate. Not Edenia, not Earthrealm, not Chaosrealm, not the Netherealm. They are truly not important to the MK universe.

Shao Khan challenges Edenia to a tournemet, no portals are openning, Shao Khan wins by default and the elder gods can't interfere, Reiden will be punished if he interferes because gods arn't allowed to participate. In the end Shao Khan wins all tournements by default i.e ruling the world without fighting

Not true, Shao Kahn has Shang Tsung to open all portals.

your missing the point why waste time fighting when he can win in a few seconds, by killing Tsung no one will be able to open up portals.

Quan Chi, Shinnok, Raiden, Fujin, whoever. Elder Gods, gods and sorcerers can open portals. Killing Shang Tsung does nothing.

other than Tsung and Cloack who under Shao Khans rule can open portals.
Chi: doesn't serve Khan.
Reiden & Fujin: don't recall that they ever opened any portals.
Elder gods: don't want to involve themselves with the matters of mortals.
Shinnok: doesn't care about ruling realms he only wants revenge on the elder gods.
