No one can truly answer that question. No has played the game in its finality. So whether or not Raiden's hat, Catwoman's cowl, or Kitana's mask and all that jazz can be knocked off is still left unconfirmed. I just hope if they are, that it isn't done cheaply. Not the typical one hit is all it takes to knock the mask off. No, it should happen at least mid fight, when the opponent has taken enough physical damage to make the loosing of ones garments seem realistic.

I'd guess we'll see part of his hat chip away and break off (like a splint in a circle, or like a pie graph with a missing piece). But I don't believe they'll knock it off him.
He'd probably look like MKSM//MKA Reptile with his hat off in this game.

According to Ed Boon, we won't see any excessive damage done to DC characters (for obvious reasons), like a completely destroyed Batman's mask revealing Bruce's face or such. But as it comes to MK characters, Midway can make them damageable as they wish, so it's possible we'll see hatless Raiden.

Hopefully only part of it can break off, cause I hate hatless Raiden

that makes sence about the DC characters,
I mean it wouldnt take many rips in WW ́s outfit to leave her pretty much naked

Personally, I would rather keep it on him for the duration of the fight. That is Raiden's signature asset and it would take away from his apperance in my opinion.
Maybe have some of Raiden's white hairs slip out from the sides of his hat to show his fatigue and damage. I think that would be interesting, but as for his actual hat falling off his head, I would not go for that.

that's stupid. what's the point of having half the characters jacked up by the end of the match but the other half showing two cuts According to Ed Boon, we won't see any excessive damage done to DC characters (for obvious reasons), like a completely destroyed Batman's mask revealing Bruce's face or such. i don't think they'd have anything under his hat? so it probably won't be knocked off or damanged at all.

If you uppercut Raiden on the right level, Carlos Pesina falls on it.

I don't think it's stupid at all. The DC fighters won't have just "two cuts". They will probably be severely damageable like the MK ones. They just won't be revealing their faces under masks, hence the latter won't be destroyed.

And what is he suppose to have under his hat? A rabbit? It could easily look like in DOA or VF, where you can knock off some headgear. But the damage done to it is even more probable then actual knocking off.

I think in a perfect world we'd see something more like MKDA's Raiden, which showed the cowl in a more practical light that alluded to his hair. A more complex animation might have interactions with both the hat and cowl, allowing players to uncover the flowing white locks.
Presumably at least one of the reasons they've reverted to a tight fitting black cowl is to accomodate the hat destruction, which, as we've already seen, is designed to uncover preexisting skins beneath the objects.

I've thought about it and that would be great, but I'm affraid that's to much effort, so it won't happen.

That's why I was talking about the possible hat damage. His head on the render simply looks like it can be hatless.

You can't knock off Batman's mask for legal reasons. Plus, underneath that mask he's Bruce Wayne. If you knock off Scorpions mask or Sub Zero's mask, they're still Scorpion or Sub Zero.
Think about it. You're not fighting with Bruce Wayne or Clark Kent...you're fighting with the heroes.

About Me
When some wild-eyed, eight-foot-tall maniac grabs your neck, taps the back of your favorite head up against the barroom wall, and he looks you crooked in the eye and he asks you if ya paid your dues, you just stare that big sucker right back in the eye, and you remember what ol' Jack Burton always says at a time like that: "Have ya paid your dues, Jack?" "Yes sir, the check is in the mail."

Since Jack Burton is an avid Raiden fan, he felt inclined to comment...
I'm rather indifferent on whether or not his hat comes off; truth be told, if it does, I'd like it to happen a good way into the fight. Since I'm a huge fan of his hat, having it come off for me during the latter part of a fight would send a wake-up call to me that: "HEY, I'M GETTING MY ASS KICKED HERE!!!" and I'd naturally be inclined to fight harder to avoid certain defeat. Up until the point the hat comes off, I wouldn't mind seeing it take some damage of some sort, maybe have some pieces splintering off and chipping at random points.
If the hat doesn't actually come off, at least make it partially damageable to make things even for all the other fans; Scorpion fans get to see his mask come off if they're getting their asses handed to them. I think it only fair for us Raiden fans to see the iconic hat suffer some sort of wear and tear during battle.
And THAT'S what Jack Burton has to say at this time.
