Because that's exactly what he is. He made his official debut after MK4, in Deadly Alliance. MK9 doesn't automatically wipe all the past games off the map.
Kenshi wasn't even in the MK9 storyline anyway.

You see, if they were all separately underneath each other, there would be 6. Do you see the "slash" mark? That means "or" and they are on the same line as 3 & 4. Does this clear it up?

Admittedly, I'm expecting disapointment. The last three or Goro or the guest would be the most exciting imo (unless the guest is really bland), but I'm expecting the former three to be slowly revealed first.
