The designer goes on to say that Goro is huge compared to the normal characters. So this got me thinking about how the new engine could accommodate a proper 4 legged Motaro that is done right. If NRS can implement huge playable characters against normal sized ones without a hitch, then a proper Motaro should be feasible in some form such as a revenant or healed/saved and fitted as a cyborg.

Fatalities and Combos won't work on him either. Can they pull it off? I like to believe so. Will they ever bother? Nope.
Motaro is the only Sub-boss I like but I fear we may never see him again.

You bring up some really good points but with the resources, technology and funding that the development team has now I think they could easily work around those limitations. Sure it might take a bit longer than implementing a character of normal stature but where there's a will there's always a way. Here are some workarounds that I came up with:
-Make/code his hind legs to be limp in certain scenarios as ShareFrock mentioned. Allow clipping through them if needed.
-Use the new scaling technique to discreetly change his size when the camera angles change for x-rays and fatalities
-I don't see why combo's and fatalities wouldn't work on him as long as they give him proper physics and weight.
-Code him with human stature and only enable hind leg properties when necessary.

The only way I can see Motaro working is if they set him up the way they did NANCY-MI847J from Tekken 6. Can't be thrown, launched, X-rayed, or any of those fancy moves that involve tackling people or spinning them around -- only basic strikes work, and they just kinda knock him around like in MK3 without any extra move properties. Definitely non-playable.
It could be done, and I'd love to see him back, but on the other hand it would cripple the gameplay so much that it's almost not worth it unless they made him a special Tower challenge.

It's definitely feasible. They'd have to motion capture a horse or something and then blend it with that of a human for the upper torso but as someone else pointed out, that opens a whole new level of issues that the team would have to overcome including fatalities, x-rays, brutalities, ect ect.
Also I can't exactly see (like in a game like MKX) someone with Motaro's size and structure being thrown into the air so Scorpion's spear can puncture his skull. lol

You people seem to forget one thing. Though NRS has shown a great amount of ambition with this new MK. They are still very lazy, and I think Motaro would just be asking too much of them.
Trying to bend their mind around designing the anatomy of him would probably cause a migraine through the entire development team.

I agree, making him unable to be X-rayed, thrown or jumped over would solve alot of technical problems I imagine they'd have.
Even if he was just an opponent that would satisfy alot of people.
God he would be so badass looking in MKX, I reckon this game is my favourite in terms of character appearance so far.

The only way I can see him in is if he is immune to xrays, fatalities, grabs/throws, and even attacks that launch him into the air/juggles, so he would have to be unplayable or banned from online and tournaments, those things would make him a good sub boss though, but who knows, to NRS the effort might not be worth it.

It's partially feasible that a centaur Motaro could work in many respects, but there is just ZERO way he could work in every respect.
Take Kung Lao's Fatality in MK9 or MKX where he kicks a player to the ground and pushes/pulls them onto his spinning hat. That could never work on Motaro because he doesn't get knocked onto his back/stomach the same way a regular bipedal human does. Kung Lao can't drag him on his back over the hat, because his back doesn't lie that way. Noob can't pick up two horse halves the same way and wishbone them.
Nor could Kung Lao's grab where does his flurry of punches work. He can't bend Motaro over his knee.
Nor could many if not all X-Rays. Cyrax's for instance, where he picks a character up off the ground full-body and slams their head to the floor.
Special considerations would either have to be made for every single move performed by every single character to make sure they could work on him. (Which is a staggering amount of extra work for one damn character)
OR...
Lots and lots of moves would just have to plain not work on him. Leaving him immune to many things. Which if he was a boss would be... acceptable, it's essentially how he worked in MK3, but it's not ideal. I mean I personally loved that in MK9 the bosses actually had fatalities and such, and were fully realized characters, despite not being playable.
And If he was playable it would be completely lame and unacceptable for that stuff to not work.

Motaro would be super kool boss. I mean bosses are meant to be hard and with different game play! Like it was in MK, MK2 and MK3! You can't just use the ssame shit on him that you used on all the normal fighters. You cant x-ray him, can't special attack, no magic, no air and you get your ass killed by 4 5 hits! Nowadays bosses are like regular characters. They don't feel like bosses anymore they suck!

Then he unwraps the tail a lil bit so he just holds your leg and quickly smashes you into the ground 3 times, making the leftover of your bones crush, then he passes you with his tail to his hands and grabs
you, the he punches you fucking hard and your brain explodes, then again and you fly at the end of the screen then he teleports and intercepts you with his hoofs (MK 3 style where he turns his back and kick you) he tears some muscles and tendons then you're on the fucking ground lie and can't get up then he teleports again very high in the sky and stomp on you so hard that you turn liquid inside!

Maybe make special fatalities on him? Theoretically this could also be done for the Shokans and on both Ferra and Torr if the creators felt safe doing Fatalities on the former.

I have 100% no interest in ever seeing Motaro come back. The only way it would happen is if he was an unplayable boss fight, and even then those resources could've went to something better.

Motaro just cannot be fatalitied, x-rayed, nor thrown.
A more simplistic X-ray would be a horsekick to the skull(cause you know how much boon loves skull shots) then a dual fore-legged stomp to the ribcage, shattering both sides. Then he would walk over opponent & kick the dust off from his hooves of his hind legs towards opponent in a sort of disrespectful matter(post X-ray pose)
