How is it that Jax and Sub are somehow saved and the rest not.

I get that Kang, Kitana and maybe Lao somehow want to stay like that... But even here... is something said in the story?

And what about the rest as Smoke?

Spoilers: (Highlight to reveal)
Raiden reverted Jax, Scorpion and Sub-Zero to humans accudentally, while saving Cage from becoming a revenant. The others could not be saved because they weren't there.
Liu Kang, Kitana and Kung Lao wanting to stay revenant is a great idea, full of potential.
