I agree with Creed, 24, no matter the variations are going to leave something to be desired for me. 30 plus DLC would be ideal.
I highly doubt a lot of MK4-Deception characters will make the roster.
The MK community has spent that last decade telling NRS how badly those characters sucked. And now all of a sudden they're in demand? Logic not even once and don't be surprised when they don't show up.

Ditto, and I don't think many people realize how likely this possibility really is. MKX is not a remake of MK4, it is a totally new direction. The 25 year leap thing and huge number of new characters proves this. They referred to MK9 as the "fan service" and MKX as the next step for the series. NRS doesn't give a fuck about continuity or quality when it comes to the MK story line. They want the story to be cheesy and to be just coherent enough to be passable to a casual audience. I would not at all be surprised if there were no returning MK4 and later characters and Shinnok is quickly dealt with by Kotal Kahn in the opening cinematic, if mentioned at all. I would be very disappointed sure, but not surprised. I realize its far to early for this prediction, but with only new characters and iconic classics being revealed, this is the way things look now.

I agree with some of what you said, disagree with some as well.
I think MK9 (while being a fan service) is an example of a classic time jump scenario (see Star Trek reboot in 2009) that allows creative directors such as Boon to rewrite past mistakes and flip a franchise on its head. All the while maintaining the past as canon while simultaneously changing the direction of everything.
In short, I think MK9 was a fan service and a reboot and NRS did everything in MK9 knowing full well which direction they wanted to bring the series. MKX will have nothing to do with MK4 and beyond (on purpose) but it will have continuity.
