Mileena is one of my favorite characters, but she would make a horrible empress and Kotal's krew is komprised of kooler kharacters. Plus, Kotal is just more awesome in general.

Hmm one on side we have Mileena, a batshit crazy broad with no prior experience to being a leader. And then we have Kotal, a competent leader who knows what it takes to be a good ruler.

Team Mileena

Pros:
- Technically, the heir to the throne
- Has the Amulet which could benefit her ability to rule
- Ruthless and Powerful
- Has trusted advisers and generals at her disposal including Reiko, an expert military strategist.

Cons:
- Power-Hungry and Mad
- Inexperienced and Reckless
- Idiotic and childish due to MK9's retcon


Team Kotal

Pros:
- Intelligent and Powerful
- Trusted generals and large army at his disposal
- Seems to legitimately care about the fate of Outworld and his people

Cons:
- Little is known about his past and experience which might call his capacity to lead into question
- His true agenda is unknown for the time being
- Not, technically, the heir to the throne
- Usurper could mean he's not trustworthy

It would seem that Kotal is the obvious choice but it's hard to ignore the fact that I've loved Mileena since I was a kid. So, Mileena is my choice based on pure bias and no real logic.
