Unless something else happens after 9 that would give Raiden a reason to want to fight him im assuming its for recruiting reasons, or possibly to tell Scorpion the truth about Quan Chi and his dickish ways.
How does Raiden even Know Quan Chi betrayed Scorpion? If i recall he doesnt seem to remember a lot of details after he went back in time. And it's never concerned him before now anyway. He's more concerned with the chosen earthrealm warriors. But If he is there to tell Scorpion the truth about Quan Chi's treachery and I'm sure he will have to show some sort of proof then he doesn't even have to recruit Scorpion because Scorpion is going after Quan Chi as soon as the truth is out. Raiden gains an ally wether Scorpion knows it or not. And Quan Chi has to watch his back closely or his plans might get spoiled by the undeads thirst for vengeance.
