Although it doesn't seem likely he'll be in MKX, I wonder if he could possibly be a future downloadable character? Shao Kahn in my opinion has certainly contributed to MK timeline and I think it would be a little unusual to not have him.
I'd NRS to keep him dead. He already had his big shot in MK9. Give the spotlight to all the other potential bad guys like Noob or Reiko. Shao Kahn is just "Arrgh I'm evil I want to conquer Earthrealm because I love war argh!" bland bad guy.

Agreed. Shao Kahn has run his course and should be left dead. I mean, remember how pointless and passive he seemed after MK3. It still doesn't even make sense why he was alive after MK3 >.<
