I don't suppose it's possible that the online fighting will be cross platform? Meaning if I have a ps3, I can play against ps4 players?
I'm wondering if the ps3 pool of players will be significantly smaller than the ps4. What are your thoughts?

Guilty Gear Xrd will be cross platform. PS4 players can play with PS3 players, as well as Xbone/360 players.
If they can, so should MKX.

I wont be mad if PS4 and PS3 players cant play each other, but I think it would be cool if we could. There are some people I know who haven't gotten a PS4 yet that I would like to fight online still.

Well, with games that are playable on two generations of systems, is it just a matter of better graphics, but same overall gameplay?

Depends really. Old gen is not being developed by NRS so I imagine it's not a priority. If the new gen runs at 60fps and the old gen at 30 it wouldn't really be feasible.

And both versions of the game are listed as the same price. Is that normal?

Of course. The only difference is the graphics, all the content is otherwise the same.

Old gen is being "ported" by another company. Completely different than being "developed" by a separate developer.
