Jax has no cybernetic implants; it's basically armor.

Quoted from the Jax bios: "he outfits his arms with indestructible bionic implants". You know, implants arent necessarily permanent, and who said that the armor you see is the actual implant?

The cyborgs in MK include Jax, Kano, Hsu Hao, Cyrax, Sektor and Smoke.

Exaclty there just IMPLANTS he's not a full cyborg. I dont even consider Jax a cyborg. Same goes with Kano. Hsu Hao i could care less about.

I would not want any cyborgs for the next Mortal Kombat game. I would not like Mortal Kombat to repeat the same formula and include a cybernetic ninja incarnation in every game, it would be too cliche, we have seen the cyborgs let us see something new.

Out of the history of mankind we have created beasts, ghosts, creatures of the undead, deities and many other mythilogical characters from our minds. I am sure there are many inspirations that character developers can use to create all new characters.

If we are entering the new generation of Mortal Kombat then having people cling on to the past to bring back certain aspects that do not tie in to the roots of the franchise that made it so popular and praised is only taking but a step back rather then moving forward in the series. With cyborgs I do not see any mystery to them, what appealed me to the Mortal Kombat series was the theme to the game, it had a certain tone about it, something that felt very mystical and had a mystery to it. I don't know about anyone else, but I sense no personality to any of the cyborgs except for Cyrax. Smoke back in the MK3 days had a good story but it is old now, and Cyrax seemed to kind of steal that story from him. If anything I'd have Smoke return but not as a cyborg at all, instead I'd have him be a warrior that can disintigrate and take different forms, who can literally choke the life out of you with his matter.
