So what are your thoughts, is there a particular reason behind it? are some MK3 chars waiting to be revealed?

I don't think we will see much MK3 characters UNLESS it's DLC. Real shame because they are awesome.
Stryker was always a joke, but in MK9 he actually gained a good fanbase and became more likeable.
But NRS were like "Let's kill him and bring him back, but this time we give him boobs... You know what, let's just make a female Stryker."
That's how Cassie became a character.
He gets a lot of shit, but he is awesome.
Kabal, the ONLY character with super speed. No need for him, fuck him, right? It's not like he is actually cool or interesting.
Cyrax and Sektor? Pfftt, Cyborgs in MKX? Get the hell outta here with this shit. MKX is "realistic"
Nightwolf, Again who needs actual interesting characters that can be cool in the story? Let's just make more SF characters, Yay us.
Sindel and Sheeva... DON'T BRING THEM BACK!
I think they are playing it safe, basically they want characters that they know will work.
MK1 & MK2 are filled with beloved characters that really not a lot of people hate.

Marketing perhaps? Jax, Kitana, Cage, Kitana are just heavily part of the franchise...
I remember reading an interview with Adam Urbano (Senior Producer) and he stated that HALF the roster was new, but there were tough CUTS along the way.
http://www.playstationlifestyle.net/2015/03/12/mortal-kombat-x-interview-senior-producer-adam-urbano-dlc-roster-creating-fatalities/#/slide/6
So I'm guessing they had to make some revisions of bringing back old characters for popular demand.
I think their mistake was showing too many new characters at e3, people were like "Ahhh too much newness" and that lead to characters like Kung Lao, or Kitana returning and replacing spots of other planned characters.
Thats my hypothesis anyways.
Wouldn't surprise me, they planned "Wiping the slate clean" a while ago...didn't happen.

Kitana's final concept art dates of 2013...They cemented all of this stuff long ago; script, mocap, voice acting...All of this takes alot time. The popular characters were always planned, they did not replace characters last minute.
To answer the OP, the MK3 characters just aren't as popular...We have Ermac tho. I can see a few returning as DLC like Cyrax.

Disregard my name, but I really would think ONE robot would be in.
You'd almost think they would do Hydro and give him a Cyrax/Sektor/Smoke variation (obviously OP but you get the jizzst). Johnny, sonya, cassie/Jax, Jacqui have so many similarities. One robot would add another completely unique character.
Either way I'm still praying to the elder gods for one robot that's a mix of Sektor/Cyrax. It can be exactly like Kitana/Jade.

.....THEY USED THEM (MK1 -2 Chars) AS BACKUP! Jk, haha
Well, wtf Urbano? At least we're going to have a LOT of interesting concept art this time around.

It really didn't. I definitely feel like Cyrax, Sektor, or even Kabal could've came back and had his spot. I highly doubt I'd have many of my friends coming to me freaking out about Jax not making it in like they are over some of the more interesting and colorful editions NRS could've gone with.
Just my viewpoint.

I think the DLC is gonna be split down the middle; 2 guests, 2 from MK3 and 2 3D characters.

This "spot" talk is silly. A character like Cyrax or Kabal could have been in regardless of Jax. There's no correlation.
As far as Jax being uninteresting or a waste, that's subjective. Obviously, I disagree but that's not what Op was asking. But thanks for sharing, I guess.

Out of the ones you listed id like to see Kabl, Cyrax, Sektor and maybe Sindel. Stryker, Nightwolf and Sheeva can sit this one out.

A character takes time to make. Jax took some time that could have been used for another more popular character.

The only people more popular than Jax are a few of the other MK1/2 characters who are already in the game.
I'm seriously starting to think people got back-breakered too many times by Jax since I see a lot of dislike for him lately.
As far as Jacqui goes, it seems pretty obvious now why some people seem to dislike her when they praise Cassie so much. Jax is a seemingly disliked character at the moment and people probably thought Cassie was the "first" descendant character when likely several of them were planned at once, and Jacqui is now seen as "less unique" in addition to the fact that she's only related to one popular character instead of two.
As far as Stryker, I don't know why people keep saying he's a joke character when he was given a unique moveset, fatalities, story, etc unlike actual joke characters like Meat or Mokap.
As for the rest of the MK3 characters -
Deadly Alliance, Midways first foray into the PS2/Xbox/GC Generation of tecnology, had them fall back on mostly MK1/2 characters and one MK3 character for recognizability and popularity to help them get into the stride of things since they were working with new hardware and wanted to make sure they were getting things right with some characters that were a bit more well received. I'm not saying it was lazy, it was just smart.
Deception began to bring back a few more MK3 characters like Kabal, Sindel, Nightwolf, Ermac, etc since they didn't want to repeat the same roster as the last game. As well as bringing back some MK1/2 characters that weren't in the last one like Liu Kang, Jade, Smoke, Baraka, Mileena, Noob Saibot, etc.
What I'm getting at is we're seeing a similar thing with MKX as we did Deadly Alliance, and MK11 will probably shift out some of the MK1/2 characters in favor of some MK3 and beyond characters like Deception did.
I think people are getting a bit too hung up over rosters. It's not like your favorite character is gonna stay dead or gone permanently. The parents characters now sure aren't just be they're older. They'll find a way to come back.
I know it sucks when a new game comes out and your favorite characters don't make it in because the game looks cool and you want them in it, but there's always the sequel, and you can always play the older ones with those characters alongside the new ones.
I can tell you right now if I don't wind up getting MKX because of the roster of all things, you won't see me complain about it on here, I'll just play MK2011 or Trilogy or MK2 or whatever.

I'm pretty sure noob is more popular. Also most of the gameplay was already tested in injustice. Adding variations doesn't change this.

I swear all the Jax and Jacqui hate makes me wanna play nothing but them online...
Anywho, just think of this as MKDA 2.0. That game had no MK3 characters except Cyrax..MKX is like that except replace Cyrax with Ermac. Hopefully MKX2 will be like MKD and make it up to us by featuring more MK3 and 3D era characters getting their redemption...just like how how back in the day Deception features Tanya, Sindel, Nightwolf, Kabal, Ermac etc.
