Companies who make creative media usually aren't legally allowed to accept fan submissions. On the rare occasion you do see some sort of "send in your ideas" contest held by professionals, there's always some sort of very specific legalese the submitters have to okay to, recognizing that they understand their work fully becomes the property of the studio and you're not entitled to any money or anything if your creation becomes popular or successful.
But if we were just talking about alternate costumes or something like that...most fan designs are derivative of NRS's own creations in the first place and therefore don't necessarily legally belong to the artist anyway...I suppose it could happen. I'd be very surprised if it did...but it's not entirely out of the question. It would definitely be an awesome opportunity for the artists in the community.
