Thats not the only reason why. Half of the roster is already taken by new characters which leaves less room for returnees. Ed doesnt seem to care but so much about fujin and including kung lao lessened his chances even more and proves he isnt completely ready to hold off on the trilogy era for a while.
Can you blame him? MK1-MK3 had the most classic and iconic characters. MK4 - MKA has... Quan Chi and Kenshi.... That's it. The rest were just strange ugly attempts at characters.
