I really like Hotaru. I Think he would work very well in MKX. I always thought he was kind of like the Hitler of the MK world. His variations could be based on lava, naginata, and his armor. What do you guys think?

If I am not mistaken Ed Boon took him off of the Deadpool list so maybe he found a story he could be in. Maybe he is guarding something big and it being the big bad.

Either you really need a history lesson or you have no idea who the character is about. He never wants "perfect people" he only wants the law to be forced.
All he wants is law and order to be obeyed, not group up a bunch of people and burn them in concentration camps.
He's not neccessarily evil as well, he's neutral. Arnageddon's intro portrayed him evil, but really he's neutral, lawful neutral. Not evil and corrupted.

Well Hotaru is the leader of the Seidan Guard, and I think that's as far as his leadership goes. I mean they live in the realm of order so of course he wants the people there to comply.

Hotaru is a good example of a character that can serve evil while not being evil themselves. As others have mentioned, he simply wants order in all things. And if the villain stands a better chance of creating order through their totalitarian regime, then so be it.
Whether he's willing to muddle through the chaos of the war to get to that order, or even if the villain would attempt to appeal to his values in MKX, is another matter entirely. And one none of us can answer as of now.
I can see potential in him, but that could be said of many characters. And there's baggage that comes with the Orderrealm plots that some people don't want brought back.

Otto, what character in Tekken does Hotaru look like then?
The only knockoff character, in my opinion, is Kotal Kahn. I wish they'd change his skin color because that guy looks way too similar to Ancient Ogre.

Wouldn't it be the other way around? I mean that Kotal was introduced into MKX back in June. Ancient Ogre was probably recently introduced into KI or which ever game.
So, Ogre is a knock-off of Kotal.
As for Hotaru, he would be a cool addition for MKX. Boot hint 6 screams either Shinnok or Hotaru. The weapon like thing comes close of looking like a Naginata.

I think he means the Ogre you initially fight in Tekken 3, which also had blue skin and a Mayan/Aztec theme.
And as to the earlier question, if I had to guess, I would say Otto means that Hotaru looks similar to certain costumes of Yoshimitsu. Then again, both of them are designed after the model of stylized samurai armor, so that's less an issue one being a cheap knockoff of the other and more sharing the same source material.

I think they was a leaked photo on twitter with Shinnok versing Hotaru in a new stage. I think it got deleted quick on there they tease us all the time and it hurts bad.

Oh ok, my bad. Shows how much I played Tekken back in the day, lol. Only played 1 and 2. Couldn't get into that series at all.

Havik will probably be in the next game, so since Hotaru is his fascistic opposite, there's a definite chance he will end up there too. He was one of the cooler characters in MKD in my opinion.
