There are a lot of options here, more than they've ever had before. Here's what I think about a few of the obvious ones and a few not-so-obvious ones.
Shang Tsung - Can't go wrong with old reliable. Wouldn't be hard from a storyline perspective...if Raiden's energies "reformed" after he sacrificed himself, there's no reason a few dozen evil souls couldn't bring back Tsung. I do think they should "upgrade" him or something though so he seems like more of a threat. Bringing back the morphs couldn't hurt either, and they'd probably look pretty sweet on the next gen systems
Quan Chi - Not a personal favorite of mine but still a heavy-enough hitter to warrant the spot of head bad guy. Not sure how they could get out of his "death" from a storyline perspective but I'm sure they could come up with something.
Dragon King - He really seemed like a one-off character to me. I doubt he'll be back, as the giant monster position is usually reserved for the "guardian of the boss" position instead of the main bad guy. I enjoy MK:D as a game, but I really dislike how in the opening cinema their three heaviest hitters they have COMBINED can't even phase him....but then in the game someone like Li Mei can singlehandedly kill him and make him explode into oblivion. Just doesn't make sense to me.
Goro - Disregarding what I said just a moment ago about the huge beast usually being the guardian of the real boss, this could be pretty interesting. Someone/someones resurrect him, he goes nuts and kills the people who brought him back. The now power-enhanced Goro is pissed that he died as a result of joining forces with Kitana, feels let down by her, and returns to the evil side of things. He tears through the tournament to become champion again, and now needs to be stopped.
Shinnok - I know a lot of people hate him, but I think that's partially because he was the head villian in what is pretty universally regarded as the most lackluster game in the series. With the right storyline I think he could work. Now that Quan Chi is "dead" the amulet could fall back in his hands.
Ermac - Stop laughing! Well...ok, laugh a little. But hey, Reptile is supposedly the vessel for the Dragon King, so you never know. Anyway, Ermac's power goes nuts and starts sucking up every soul in sight, like a psychotic, out-of-control Shang Tsung. They could certainly augment his look to reflect this and he could make a decent bad guy. That name isn't too threatening, but maybe they could rename him or something.
"Evil" Raiden - I'm not calling him evil, it actually says that in MK:D at some point. To me it's just pissed-off-but-justifiably-so Raiden. He wouldn't have to be some Shao Khan/Dragon King-esque "control everything and kill everyone" villain, but maybe a god who is both frustrated and angry with humanity and wants to merge the realm with Orderrealm to keep people from fking up like Shunjinko did when he brought back the Dragon King. This is actually probably my second favorite choice, next to...
Shao Khan - MK7's opening cinema....I want (preferably) Quan Chi or maybe Shang Tsung alone in a room, making some crazy plot to take over Earth/Edenia/etc...when a shadow falls over them. They look up with a look of terror on their face, and a familiar sledgehammer smashes the shit out of them. More simple and to the point than the previous intros, but it would be cool as hell. He's been away for a while now, it's time to bring him back. I know he's "dead," but you know damn well that no one ever stays dead in the MK universe (someone even mentioned that on the MK:D bonus disc). Hell, I just want to hear him as the announcer voice again, that is, if Steve Ritchie is still in contact with Midway. Anyway, that's my favorite option. Unless of course they combine the last two and go with...
"Deadlier" Alliance - Obviously they wouldn't use that cheesy name, but it would be an interesting concept. Raiden meets with Shao Khan in the afterlife/Netherrealm/whatever and come to an agreement where they sort of "meet in the middle" on their ideaologies. "The realms must be under our control but it doesn't mean murder and enslavement," that kind of thing. This option would also make it so Raiden isn't just another character and could be given the power a god should have. It's always bugged me that the fking god of thunder and lightning is on the same level as Sonya and Johnny Cage.
Anyway, if anyone has any other ideas or comments, go nuts. *Edit* - By the way, try to keep the spoilers to a minimum here if you've seen the endings of a lot of MK:D characters. I know some character endings might seem like it's going to go in some direction for the next game, but there is a ton of stuff from the end of MK:DA that isn't cannon (Kano being inhabited by Kang's soul, etc). Plus I've only beat it with like 5 characters so far since I haven't had a lot of time to play it

I think they should get one more game out of Onaga and have MK7 introduce a brand new boss for MK8.
One note I'd like to make about Shao Kahn: I'd like to see him come back, but as a playable character. IMO, he's had his time as the boss and I think it'd be much cooler if his story was him trying to regain his power and throne from Onaga or whoever the next boss will be.

They have Zombie Liu Kang thus the next game's boss needs to be a Noob-Smoke like duo: Zombie Biggie and Zombie 'Pac.

I could literally feel my sides burst. That was the single funniest thing, I have ever seen on the internet. Thank you for allowing me the sweet, sweet, oppertunity to be in the presence of someone as funny as you. My life will never be the same.

Yeah, Onaga should definitely be around for MK7.
I dunno about Shao Kahn being a boss. As Xiaohu said, if he does come back, just let him be a normal character.

I kinda feel the same way...I find it annoying when people refer to him as "Evil Raiden." But I think the best way to describe him now is "Wrathful Raiden," you know, kind of an Old-Testament, flood-the-Earth, turn-you-into-a-pillar-of-salt-if-you-defy-me attitude.
Anyway, I'd like to see the DK around for at least one more game. Though I'm not sure how to they could do that without making it seem like MKD2.

Yeah, I was surprised to see him actually called "Evil Raiden" in-game. That seems kind of cheesy.

I posted this in another thread and I think I'll post it again here. This is just my view on this 'Evil Raiden' stuff.
As a Raiden fan, I particularly hate the idea. It seems to me that not many seem to understand Raidens character at all in MKD and why he acted the way he did. He is still good. his acts are out of anger and frustration at the mortals. Read the final words of his bio carefully. Those are from a man who wants those he tried to save so many times to prove to him that they are worthy of his time. If not, then he will destroy them as he said. Not an act of evil, but as an act for the rest of the MKverses protection . With Earth gone, I doubt so many realms would be under attack. And MK would finally end.
But if he wre somehow evil, then he should somehow be helping both sides. Good and evil. Or maybe putting the Earth warriors at a disadvantage of some sort. He'll probably put them all through trials now to prove their worth to him. If they fail, he'll pick them off one by one and then bring in the new chosen ones.

Raiden isn't evil. He's just fed up. I guess after protecting Earthrealm for so long and just watching the humans do dirt despite all his guidance....and then finally one human puts the Earthrealm in danger. It was enough for them to do dirt, but now they just put his realm in danger! Hell no, that's crossing the line. He's lost it. He's fed up. Now, he's going to be a little harder. That's how I see it. I think someone needs to talk some sense into him, cause it seems like he's going through alot now.
I want either Sub-Zero or Scorpion to be the next boss. After all these games, they deserve it. Well, okay, maybe Raiden does, too, but he's already a new bad-@$$, so that goes without saying. I, personally, think Shao Kahn will be back at the next bad-guy, or maybe the "real" Dragon King will pop up...
Fatality.
Fatality.
The best choices to me seem to be:
01. Sektor - Last we heard he was running around taking over Japan. Sounds like villian material to me.
02. Noob Saibot and Smoke - They make for a kick ass sub-boss and Noob wants his own little private army. Why not make them the big threat next time?

Sektor in current form seems like a pretty lame idea for a boss, just my opinion. HOWEVER, if he was upgraded or augmented into something more threatening, it wouldn't be a bad idea. Here's a loose outline of how I would do it:
Sektor captures Cyber-Smoke, Noob Saibot comes after him to save him. Sektor, using some sort of incantation he came across, traps Noob as well and "fuses" them together as one, sort of an ultimate cyber-shadow being, combining the best elements of both. Sektor then uploads his mind/essence into this new ultimate vessel. Appearance-wise, sort of a cross between NS and Sektor.
Then all they have to do for the game is make him a little bigger with some powerful looking moves. Not a bad choice at all for a bad guy, I think I just talked myself into it.
Anyway, regarding the Raiden stuff again, I agree with what most of the people here have said.
I do like how he's portrayed in MK:D. I just don't like the actual name "Evil Raiden." It's inaccurate.

I'm going with Shao Khan. I think someone could possibly have got his body after he was killed and then perform some type of magic and he could be brought back even stronger than before.
lets say shujinko and the other good guys defeated the dragon king but didnt kill him and he is still leading his armys across the realms. shao kahn is a playable character in mk7 and all endings are fmv. shao kahns ending is the death of the dragon king at the hands of the only one who could kill him. all hail shao kahn ruler of outworld! i would love to see shao kahn take it to the dragon king in a fmv!

I want MK7 to have a detailed story that is very complicated and splits all the sides. There is no clear cut good guys or bad guys, but something would cause a war and split all alliances apart.

Reiko. It could be crazy. Since his whole MK:Gold ending left his story way open. It been cool to see him as the new Outworld over lord.

Dragon King to to is the weakest MK boss in MK history. He is too easy. I hope he never comes back. I would like to have Kahn or someone new to be the boss for MK7.

Weaker than Shinnok?
...although actually, since Shinnok was an elder god or whatever, at full strength he should be considered the strongest boss. Oh well.
Like I said above, it drives me nuts that The Dragon King can withstand everything Quan Chi, Shang Tsung, and Raiden can throw at him in the opening movie, yet in the game someone like Kira can singlehandedly beat him.

Now im just going on a loop here, but lets say Shang Tsung actually survived Raidens sacrifice and was very weak. He only hade enough energy to go one for a couple of days. One day he stummbled into a cave, weary from the fall he got up and ventured into the dark viod. He went deeper inside the cave untill he came upon a locked door. A voice came nowhere from saying,"Who enters my domain", and Shang Tsung replys,"The sorcecerer Shang Tsung does". "Release ME", says the strange voice in anger. Shang Tsung finds a lever and with all the strenght he had, he pulled down the lever. Doing that he released a terriable, evil God............Dark Heart. Good vs. Evil Mortal vs. God

i think Shao Kahn will be with Goro as the Sub-Boss. i just hope they wont be like they r in MKD (GC version). or if they end up being just as they r in MKD then i hope they make them so they r just real cheap and hard to beat. and i hope they wont be playable. i dont believe in playing as boss characters. not being able to play as them is one thing that makes them special imo.

I think the Boss of MK7 will be Shao Kahn. He's been hiding away building power etc, basically since MKT. We've had different bosses since then, I now think they'll go back to Kahn.
I also don't think we've seen the back of Onaga. I think perhaps he might sit out MK7, but be involved in stories etc.
Also there's Noob Saibot. Although I hate him so, he seems to be becoming important. I dont see his as the main bad guy tho.
And as for Dark Rayden well that's just the lamest idea ever. I wouldn't like to see Rayden as a bad guy, never mind the Main Boss. The whole Dark thing has completely ruined Rayden for me, even though I was never really a fan.
I'd say the person with the best chance of being the Main Boss is Shao Kahn. No doubt Goro will be the Sub Boss, which I don't like. Goro has been wasted too.
