GhostDragon "Tis true my form is something odd, But blaming me is blaming God. Could I create myself anew, I would not fail in pleasing you. If I could reach from pole to pole, Or grasp the ocean with a span, I would be measured by the soul, The mind's the standard of the man."

Somehow I think his loincloth should be longer. It may be bit too plain for me.

Excellent.
Not the biggest fan of Noob the Boob in general, but I like this.
I like the simplistic look on Noob Saibot. Not so keen on the scythe-like weapon tho, not sure why this has gotten attached to noob Saibot so readily by the MK fans.
Still 5/5
Any hints on what other characters you might be doing #cough# Sareena? #cough#

In MK4, Noob was presented visually as an MK version of the Grim Reaper.
And it kinda sorta makes sense. He's an all-black undead spirit who assassinates people for the ruler of Hell.

I love that you gave him back the scythe. The troll hammer from MKA... I still get shudders of pure disgust when thinking about it. Overall, Noob looks too plain though. There's nothing interesting about his design. It is the typical MK ninja garment with a few leather straps here and there. I don't say I don't like it, because I do. You have a nice style, though maybe too simple for my taste.. but there's nothing new or exciting about this design. I wouldn't call this a redesign.

With all due respect to the posters, I think some of these replies remind us that the easiest way to get applause from the MK masses is to stick a character in a ninja swap suit and call them Whatever...
... I would count the short loin flap as a small blessing, personally. Frayed edges on the sleeves/shoulder flourish is a nice touch, too, if you can look past the palette swap overtones. I admittedly thought the fleshtone/gimp look he was given in Deception was a bit of a disappointment, but I wouldn't like that sense of experimentation to be a cheap scare back to the colour swap days. The dark skin alt was certainly a more palatable version.
The revelation that Noob is Sub-Zero created some similarities between his and Scorpion's mythology. As a distinction of broad strokes of idea, I was comfortable to retroactively think that perhaps a wraith would retain some blackened shred of a throughline with their former self, while a spectre has a greater independence and therefore retains a more complete facade. If that was the philosophy of your version, then the similarities to Sub-Zero are reasonably forgiveable.
On the other hand, we know of the Brotherhood of Shadows as a clan that has a number of similarly styled members, which makes a more unique uniform look a more desirable outcome. MKSM seemed to play with that by giving henchman types more of that Grim Reaper-meets-ninjas style and that might've been nice to see here. The scythe is certainly a welcome touch, and it's always a relief when the characters aren't clad in spandex. Perhaps a bit more of a sense of individuality would've been nice, though, maybe playing with the way the fabric hangs and changes the design.
RazorsEdge701, intentionally or not, alludes to another notion of design, along the lines of DC comics' "Black Flash," who is a personalized vision of death. I don't know that that necessarily applies to a fixed finite character like Noob, but the idea of treating the design as a reflection of the character's core ideals and practises is interesting.

I like it, it looks like an old school MK character design.
But I do think the front cloth should be a little bit longer. And I agree that from about the knees down, the legs bend at a weird angle.
but overall I dig it.
