The Shamen Warrior Nightwolf wins this. One of the best in MK 3, Deception and MK9.

Gonna have to stick with Kobra, one of the fighters i mained in Deception, he is fun to use, and i want NRS to redeem Kobra in the story, Nightwolf has succeeded in the majority of chances that he was given especially in the near end of mk9, with Sindel getting a taste of her own mortality. Its Kobra's time to shine.
NightWolf.
Interesting character with interesting moveset against Evil Ken Clone. No brainer.
I usually claim that I can see potential or something in any character...but in case of Kobra even my imagination is seemingly useless. I guess, it can be counted as achievement of some sort.

Several others, including Jaded and myself, voted Kobra. I'm quite fond of him

Nightwolf, probably one of the more underrated characters. Love his MK9 alt. This is an easy one against Ke- I mean Kobra.

Nightwolf is just a bad rip-off of an already bad character, T. Hawk.
At least Kobra is a rip-off of a good and popular character like Ken.
In the end they are both rip-offs though.

MK's most popular characters in a nutshell.

This is mindbogling and utterly "facepalming" logic on it own. But even more so, when it comes to MK, where almost every single character was / is inspired by something in the popculture.
By the way, Street Fighter is not pinnacle of originality either. Its characters just look original, because not many western people can get references outside of Japan. So...yeah.

*Scoff* U can at least have the respect and decency to realize that Nightwolf is a good rip off

There's a difference in being blatant rip-offs, like with Nightwolf and Kobra, and taking inspiration from another source, like Kitana (Psylocke from X-Men), Liu Kang (Bruce Lee) and Raiden (that guy from Big Trouble in Little China).
As for Street Fighter characters' originality, they may be inspired from "popculture", but they were the first fighting game characters to do this which makes the game original enough in itself.
However, taking a design from another fighting game character and just plaster it onto a character in MK... that's blatant rip-off. And that's what I see whenever I look at Nightwolf and Kobra. Sure, their stories and moves are different, so points to the MK team for not ripping those off, but the lack of originality in their designs are just too damn obvious.

No, because I don't think he is.

Quan Chi serves the fallen Elder God Shinnok as his personal sorcerer and emissary beyond the Netherrealm. Daegon serves Shinnok's designs of evil, unwittingly corrupted by his sinister influence and grand designs of apocalyptic gain. One walks with the Brotherhood of Shadows - the other is founder of the Red Dragon clan. Only one can endure to reign supreme! Who's next? Choose their destiny!... FIGHT!
I can show you a list of the despicable things Quan Chi has done in this link and he still will look awesome :B

Quan Chi is my favourite villain, Daegon sucks.
Quan Chi.
I like Daegon, but Quan...he is too great. I will vote against him, when he'll have better opponent.
I don't see how NightWolf is complete ripoff of T.Hawk. They are not that similar save for the clothes and their gameplay is completely different. And how its different from Liu Kang, who was blatant ripoff Bruce Lee or Raiden?
So, when those two rips other characters off, it's OK, when NightWolf does this - it's not. I spy double stantards. Just say that you don't like NightWolf like the character and that's it. Saying that you don't like his since he is ripoff is sort of strange, considering how MK have started.
If you want to see example of complete ripoff, look no further, than SNK series Art of Fighting, its main hero Ryo Sakazaki is basically Ryu recolored orange. They even share trademark shotoclone moves.
