I don't particularly like either character, but Drahmin actually had some bearing on the story of Deadly Alliance; Kira was a pointless addition in Deception.
Drahmin gets my vote.

Drahmin
Drahmin is one of the most disappointing characters for me ever. MK5 was the first time I followed the release of an MK game and I remember the early renders and concepts were full of promise.
When the actual game was released his move set and general look just did not live up to those early concepts for me. If the MK team put in a bit more effort into Drahmin he could really become a fan favourite.
Kira is interesting in that her moves are uninspired but unlike Drahmin, I found that she had a presence and a distinct personality. Give her a unique move set and give her a bigger part of the story and she also could become a fan favourite.
Both of these characters really need a lot of work, but also have a lot of potential, so this is a tough choice for me. It seems like the MK team put in a lot of effort into Drahmin the character, but the execution kind of killed it. Kira seems like an after thought of a character, a bit of a throwaway, but something about her is memorable and interesting.
I voted for Kira in the end. My reasoning is that although Drahmin is more original, the MK team were not able to make him work in MK:DA, whereas I thought Kira was an effective character in MK:De.

That's like... voting for MK4 Jarek or something. Her story sucks, her moves are borrowed; she's just an all-round lame ass in my opinion. She needs a total revamp to get my respect.

Even though Ed Boon hates him, I'll vote for Drahmin, since he has an original moveset. Kira is just a ripoff of both Kano and Sonya in terms of moveset.
