Phew, when I read I was going to be seeing Ares Helmet my mind began to wonder.

Speaking seriously, this is a pretty strong indication Ares is a roster character.
Which is cool because "Yay Ares!" and stuff, but in retrospect, that means all the magazine-referenced characters seen in the story mode were playable this whole time, and this "s0me of teh story chracters Arent PLAYable" crap was just a red herring.
I mean, it was a true statement, but ultimately not relevant to that issue.

That my friend would be hoping against hope, that he isn't playable. Skepticism is healthy, but too much of it is just as bad as saying Dr. Fate still has a chance to be playable in the initial roster (no offense to any Dr. Fate fans).

I've had a theory that all of these "cameo appearances" are just Boon dispelling all of the magazine mentions of characters and creating confusion. The real cameos, I suspect, are Atom Smash, Giganta, Killer Croc, Dr. Fate, Wildcat, ect.
Leaving all of the characters that appear in Story Mode and cutscenes therein to be playable.
Just an observation.

more like fan wishfull thinking if you ask me
im not trying to always be negative but seriously people need to quit assuming someone is in based on a teased image
people thought grodd was playable and yet hes a backround charachter fighting wich leads me to believe others will be similar like raven from that one magazine image when nightwing was fighting someone.
sometimes people are just to easy to fool

He's probably referring to Deathstroke.
Who for the record, is not a Green Arrow rogue. He fights pretty much everyone in the DCU, most often the Teen Titans.
Green Arrow doesn't really have enough villains all his own to form a real rogues gallery. It's pretty much just Count Vertigo and Merlyn. Slade and most of the bad-guy-of-the-week characters you see on the Arrow TV show are borrowed from Batman or the Justice League. Well...I guess that China White chick is from his origin, in the comics she ran a drug cartel on the island.

I didn't really know his story when he was initially confirmed, so I thought of him more as an anti-hero than a villain. Now that I've just started watching the Teen Titans cartoon (on episode 11) along side Linkara's history of the Teen Titans, he definitely seems more like main antagonist material.
I guess I've had so much exposure to Deadpool that I projected those ideas onto Deathstroke.

Not many people thought Grodd was playable. It's just that you couldn't tell from the blurry screen shot what was going on in the picture.
Well I seemed to be the only Gorilla Grodd fan that wanted him in the game but he's just in the background like Dr. Fate, Wildcat and Darkseid. But I was thinking since Doomsday was first seen in the background of the Fortress of Solitude, does this mean that Grodd can still be playable? lol Not many people thought Grodd was playable. Probably. I'd say he has fair chances tbh. Well I seemed to be the only Gorilla Grodd fan that wanted him in the game but he's just in the background like Dr. Fate, Wildcat and Darkseid.

So you're thinking they are going to shrink Grodd from the massive size that he is in the Red Son trailer? I'm going with not playable.
