I would probably make them all hidden alt costumes. If any of them deserve a seperate character, then it would be MK1 tsung.
I doubt that will happen though.
On the bright side, I heard MK1 Tsung is a default template for the kreate a fighter option.

No, no point in having multiple versions of the same character. This is what KAK is for.

I can agree on only unlockable alts. That would be cool.
I think it'd be kinda silly to have three of any identical character.

MK: 2 Shang, is The ALternate costume of MK:DA shang Tsung, hopefully he will have His MK:Da primary and alternate ( MK1 and MK3 costuimes sucked).

i'd love to see the retro mk2 costume of his. that was pretty cool looking for me.

While Shang Tsung's MK:DA alt is similar to his MK2 look it is actually the costume he wore when he was defeated by the Great Kung Lao in the official MK comic.
The characters who last appeared in MK:DA or MK:D aren't getting new costumes ("Second, the idea of doing a Mortal Kombat game with all of the characters on the next-gen would have been too much content because we already had a head start with Deadly Alliance and Deception. So we just thought to fill in all of the ones we haven’t done and do the entire roster as one of the big features in the game.") so Shang Tsung will have his costumes from MK:DA.

I would like the ability to make an MK1 Shang for KAK, but it wouldn't bother me that much if they just kept MKDA Shang / MK1 Comic Shang. However, I do hope that he can morph (Very doubtful) or if you can string his fatality into that trick he pulled in the Deception opening with the giant burning cobra.

I presonally liked the MK2 one best.

The MK3 costume would be easy to make in KAK (The makeup is there and the rest is simple clothing), but it wouldn't work well as an alt. It looks too much like Reiko.

KAK has a preset MK1 Shang Tsung.

I say all three should be unlockable outfits. That'd be fun, doing the 'aah, I broke my hip' joke when you beat Old Shang Tsung.
