Fake. Winning 50 matches let's you fight Noob Saibot. MK3 is the first MK game (aside from GB MK1) to feature unlockable characters.

Jack, you seem to be pretty obsessed with Smoke. I like that.
But as for your topic, Smoke isn't playable unless using cheats via a Game Genie, and so far only cheats I can find for it is for the Sega Genesis. The code is B4MT-BE76.
It will make Player 2 Smoke. So, if you use this code and plug the controller into the second slot, you will be playing as the second player and be Smoke.
-NOTE- The only attacks you can use as Smoke are High Punch, Low Punch, Block, and High Kick. Therefore there are some attacks which can be executed. For example, you can still throw the opponent, as well as uppercut them This excludes the spear or teleport move. Trying to execute the spear will not do anything, while trying to do the teleport punch will turn Smoke into a spear, just floating in mid air until the opponent comes over and punches you, which will return you to Smoke and allow you to continue to fight. If you use Low Kick, the game will freeze and you will have to reset. You will also not be able to do any Fatalities. After you beat the opponent two rounds, it will just say Smoke Wins, and give the "Now you must return to Outworld" message.

I ́ve never heard it. You fight against NOOB after winning 50 rounds in a two player match but when Smoke is unlockable where should i go to select him? The real cheat to open an secret charakter i know is on the PS1 game MK3 when you see Raiden and enter RUN, BLOCK, LP there you will open the secret menupoint with riddle when you press UP in the STRAT/OPTION selection. Here you can turn CYBORG SMOKE on/off and can get infinite fatality time...

If you are refering to the MK2 cheat I posted about using a Game Genie, you wouldn't go anywhere to select him. As player 2, you just select anyone, then whenever you go into battle, you are playing as Smoke.

Here's your problem: you listen to gamewinners.
It's generally a decent source for cheat codes and secrets, but it doesn't have any decent amount of moderation, so all kinds of crap gets through that's not even remotely true. You can't really trust everything you see there.

I read the very same: Play As Smoke, thing on Game Winners, it said
Play As Smoke: Win 50 Matches In 2 Player Mode.
I tested this, and all it does is: after killing your opponent, when s\he falls to the floor, and you do your victory stance, a message will appear, saying, "Congratulations! Incredible winning streak!! Now an unknown warrior awaits you!" So the screen faded out, and when it came back, I was in Goro's Lair (Yes, Goro's Lair) a secret stage, and I was up against Noob Saibot.
So yes, Game Winners is wrong about playing as smoke. IT also said the same thing for jade and noob as well.
The only, and I mean ONLY way to play as any of the secret characters, is to use one of the three cheat sets below:
The codes below will allow you to play as one of the three originally unplayable secret characters from Mortal Kombat II.
NOTE: Every code has a second code, the second code is REQUIRED in order to play as the character without making the game crash, the second code will give the character their moves.

Noob Saibot [Tobias Boon]’s Codes
7E2EF80F (Pick as Noob Saibot)
