I have heard it said that the Warrior Shrine wasn't included because the statues depicted the old actors (legal issues, etc.). Not sure what the deal was with the other stages though.

Oh, makes sense - too bad. They could have replaced them with the new actors images instead, like they replaced Shang Tsung with Shao Kahn on Kung Fu Part 1. Maybe next time...

Throne Room and Warrior Shrine not being in because the old actors are shown makes sense and is very likely.

The Palace Gates not being in is a total mystery. It's actually in...you can see it in MK1 Kano's ending...why isn't it in the actual game?
