queve, Scorpion is awesome. Once he starts a combo with HP,HK,HK,Spear or HP out of air, Fire Breath, Tele-Punch, Spear...you are in max damage. Sub-Zero only has a few Max Damage combos, Scorpion can get them with ease. And I know this is MK4 topic, but Kitana hits you with one fan and you are in Max Damage...4x fans = 48% no escape. Making Kitana the best in the game (MKG) with Sektor...not that I'm saying that Sonya MK4 is not a great character.

why is cage low tier?

I do agree that Scorpion is good in Mk4, but his combos arent as high as Sonyas 60%+, or in the case you talk about, maybe Kitana.
