There are three things that got me thinking: How MK is moving past the retro phase from the last game, how they are eager to add more new faces, and Ed Boon's recent tweets about Drahmin and Mavado
I have a feeling there will be some characters from MKDA and MKD we will never see in another game V_V
aside from a select few fan favorites like Kenshi, it seems (again from what i suspect) that the MK Team don't want some of them to be part of the new MK timeline. I'm worried that there will be characters we will never see again cause they aren't popular. Which i don't like cause most of them haven't really been given a second chance to be retooled and redesigned.
Stryker and Jarek i think are two unpopular characters who did have that chance to redeem themselves with a better design/moves in MKA than they did have in their debut game.
while its clear with the new MK, the team are giving 100% more effort in adding new faces with unique designs and moves. I hope they fix their habit of debuting new characters and never having them return in the next game... i don't know many other fighting games that do that.
i'd also hate to see them miss the opportunity to fix their past mistakes with the slew of new characters they debuted in MKDA and MKD. The ones that were given unoriginal movesets or a horrible design. For example, Kira would have been received better i think if she didnt' have Sonya and Kano's moves.

I think anyone who was a female from that era has a good chance. I wouldn't be surprised to see at least five post-MK4 characters.

I think there'll definitely be some characters that will NEVER return. Is anyone expecting Mokap to return, for example?

Meh, some may return years from now for another Trilogy/Armageddon/Get Everyone Together type game but other than that- yes, I'm sure we won't see the likes of Hsu Hao in a main story driven entry ever again.

To answer your question, yes. There are characters we will never see again. And thats totally fine. MK has done enough of reviving old stuff, in my opinion.
With most characters, the damage done is simply too great. Too many people view them as lazy and uninspired designs. And if they didn't manage to make people care by the time they made Armageddon, I doubt they can make people care now.
There is a very small number of characters that can be salvaged, but most, especially the clones, will probably be buried and forgotten.
This isn't a case like Reptile and Smoke, who were hidden characters with copied moves, that you could fight. Firstly, they weren't viewed as inferior, because they usually combined several move sets of existing characters, actually making them badass hidden characters to fight against. Secondly, when they were made playable, they actually got a complete overhaul with a unique background and fighting style. Compare that to Jarek, who was a new playable character, and basically just a clone of Kano.

As someone who was on the boards for MKDA's and MKD's pre-releases, this was NOT the case. Yeah, some people disliked the new batch of characters. Some people expressed the same sentiment about the cyborgs. The fact is that many of the new characters had substantial fanbases back then (and as the Li Mei thread demonstrates, still do for the most part).
Hell, those were the days when I was fighting tooth and nail to convince people that Smoke wasn't just "a gray Scorpion." Smoke's fanbase had mostly dissolved until just the hardcore bunch remained (Shadaloo gets a huge salute obviously). There were people who thought turning Smoke into a cloud and fusing him with Noob was the best thing that ever happened to the guy. Thankfully, MK9 put Smoke back on the map as a fan favorite.
It's just distance, dude. The 3D era characters haven't been given exposure, so the fires died out. It happened to numerous characters, and it's going to happen again. As an infamous tournament player always says, "we can't be prisoners of the moment."

Kobra, Kira, Meat, Taven, Daegon, Hsu Hao, Mokap, Jarek, Dairou and Darrius are probably never gonna be heard from again. I feel like everyone else has a decent shot with Bo' Rai Cho, Havik, and Kenshi having great chances of returning.
If the end product can surpass the originals, or MK finally has a second paradigm shift, then yes, removing the post MKDA characters might actually be a good choice.
HOWEVER that would also require to remove the characters from MK1-3. Treat it with respect though. I have a strong dislike for MK3-4 characters because I find their designs to be absolutely horrid, but they are/were fan favourites at one point or another. The same goes for those who came recently. just because they passed quickly does not mean you have to disrespect the material.

Those who have been brought back in sequels Bo Rai Cho, Li Mei, Frost(Unchained) and Kenshi.
We know that the MK team liked them enough to bring them back once so that gives them the edge over the other characters to have debuted in the PS2 era.
That test is a bit unfair to the Deception characters since Armageddon was the game right after it, but Havik made a cameo in a MK9 ending and Kira was used as one of the chained fighters in the Kahn coliseum. I don't remember if she ended up in the console version but I remember seeing her in the Vita version, which admittedly isn't much but it's more than nothing.
Daegon was also selected to be a fighter in the background of The Pit, which again is admittedly a small nod, but an appearance nonetheless.
I hope the PS2 era characters get at least some cameos or mentions either in bios/endings/story mode of MK10 like they did in MK9. Even if you don't like some of them, it's nice to see the MK team acknowledge their existence. I'm really looking forward to see the full roster/reveals and hope for some MK:DA/Deception/Armageddon characters! I'm not counting on it, but I hope to be pleasantly surprised.

MK4 characters aren't given as much spotlight too.... Quan Chi and Tanya were the only characters to return in sequel's after their debut
Regarding Deception... Havik is definitely a favored among the makers of the game.
But i also heard Ashrah was the new character Ed Boon liked the most in Deception

i hated Hotaru , there are characters i would really like to see a huge overhaul
like Kira, sure she was essentially a female Kano with an essence of Sonya but id like to see her return, with new moves and skills.
im glad Kenshi came back for MK9 as I really liked his character and backstory, but yes there will be some i hope never return.

I think Kenshi and Havik have a pretty good chance of returning. Hotaru was decent but I dont think there is that much demand for him.
Mavado, Hsu Hao, Dairou, Darrius, Kobra etc..nooooooooope.
If we get a 30 character roster, MK4-MKA characters could be Reiko, Fujin, Quan Chi, Kenshi and Havik and the rest could be new characters and MK9 returners.

Havik has the best chance of all, then kenshi, Bo rai cho and li mei.
Ashrah has a good chance too with the netherrealm story plot
So Ashrah , li mei, and Kira I could see returning in terms of females (and obviously Tanya but she is from mk4 and sareena)
The others I would never put back in the game.

Wow, no love for Hotaru? he was simply the best newcomer from Deception. He is the closest thing to a samurai in the realm of MK, but more medieval in design.
