Why am I forced to play a ranked match with awful ping?

If I see that the connection is terrible, why should leaving before the match even starts negatively impact my stats?

Apparently the latest update is adding a feature that allows you to choose whether to play or back away if you see the other persons connection is horrible.

This feature has been added on PS4 in the recent patch, I had to decline somebody yesterday in ranked because their PING was dead red lol
